I'm creating a simple login page with Angularjs, and am trying to add CSS to it using UI Bootstrap. One of the dependencies that UI Bootstrap required was Bootstrap CSS, so I have that included in my page too. Right now, my form looks as intended; what I want to do is to center the container itself vertically, so that it sits in the middle of the page. Is there a good way for me to go about doing that? I've searched up a lot of solutions, and they either do not change anything, or squash/change the form itself in a way that I don't want. And to be honest, I'm not sure if the reason I'm having difficulty centering the container has to do with UI Bootstrap or anything.

It'd be better if you use media, it'll make your work easier. Also .container should use only once within a section.
Containers provide a means to center and horizontally pad your site’s
contents. Use .container for a responsive pixel width or
.container-fluid for width: 100% across all viewport and device
sizes.
Rows are wrappers for columns. Each column has horizontal padding
(called a gutter) for controlling the space between them. This
padding is then counteracted on the rows with negative margins. This
way, all the content in your columns is visually aligned down the
left side.
In a grid layout, content must be placed within columns and only
columns may be immediate children of rows.

First of all, you are making many mistakes in your markup. You should take the time to learn how to correctly write your markup.
Secondly, learn how to work with images. DO use width and height attributes for your images, but DO NOT specify them in pixels. What you are doing is setting an aspect ratio, not the actual dimensions. The .img-fluid class makes your image responsive. The attributes maintains its aspect ratio. Specifying the aspect ratio will prevent the browser from moving content down the page while it waits to download the image and figure out how to draw it on the canvas.

Bootstrap 5 (Updated 2021)
Bootstrap 5 is still flexbox based so vertical centering works the same way as it did in Bootstrap 4. For example, align-items-center (flex-direction: row) and justify-content-center (flex-direction: column) can used on the flexbox parent (row or d-flex).

The aspect ratio of the cat picture compared to the header is way different. You could crop the image in height a little bit to help it fit.
After which you can use this code to get it scale to cover the entire header. You will need to mess around with the css position and the size of the cat image to see what works for you.

Added Note
The header is very thin and currently has an approximate aspect ratio of 7:1. Which basically means in order to maintain aspect ratio ,every one increase in height will cause a 7 times increase in width. So if you double the height, the width will be 14 (i.e 14:2)
Now your image on the other hand has an aspect ratio of 25:24.
So imagine that you're trying to fit a square box inside a thin horizontal line. Not really going to fit without distorting the image.
So you basically have three options.
Change background-size:cover to background-size:contain. This will basically make the height of the image the same as the parent so that the whole image appears without breaking the ratio. Basically it will make sure your whole image is displayed in the container. But this also means that your container will not get fully covered by the image. Keep background-size:cover and adjust the aspect ratio of the image to be more like the header. i.e. Crop the image in height.

Keep everything the way it is and increase the height of the header to match the image.
