I also have this plug-in in my application (working fine). According to the error message you show there is a problem at line 851 of body of package XML_TO_XSLX. You can look at this package code to see what that line does. In my copy (which may be a different version to yours, I don't know) I see:
That would suggest that Oracle could not find dbms_lob.create_temporary - which seems unlikely unless you are running in a very old version of Oracle. Have a look at your version of XML_TO_XSLX to see what is at line 851 there.
Another possibility is that line:
pragma inline(get_excel,'YES');
That is an feature of Oracle added in 11G that I have never used. It won't work on earlier versions - I have no idea what would happen if you tried.
I have found a solution myself, tt was an issue with execution rights.
Running
GRANT EXECUTE ON UTL_FILE TO PUBLIC
and recompiling all packages fixed it.

I am trying to install sqlite studio and from what I have researched I have seen that I need to go to sqlitestudio.pl. However, once I navigate to the website I get an error saying: err: database or disk is full
I have downloaded the sqlite3tools and have done nothing at all with them. I have tried searching up the error to see if anyone else had the same issue as me but I have not found anything like I am experiencing. Usually, others have gotten this error using the database but as I mentioned above I have only just downloaded the tools from the sqlite official website. Does anyone know what could be the issue at hand here and could help me? I do not necessarily need sqlite studio but the GUI will be very helpful. Thank you so much ahead of time.
EDIT : So I just decided to download another tool, DBeaver as it supports SQLite and other RDB's as well so it will suit my needs. Will not mark this as solved yet just in case someone does know why this is happening and could help someone else.

I've been using numtel:pg package for several projects in Meteor. Since Meteor version 1.8 the package isn't working correctly anymore. Anyone can point me to a solution?
The package seems to be abandoned, since there is no update in 4 years(!).
Trying to fix a package that is this outdated is usually not worth the effort. Your best options in this case are
find an alternative package for postgreSQL integration
find a fork of the package, that has fixed the compatibility issues
fork the package yourself and update the NPM versions or transform the package to run without hard wiring to a specific NPM version.

What to do if none of this applies to you, because
The alternatives require a lot of refactoring or even changes in the app architecture
There is no fork that keeps the package maintained
You are not skilled enough to fork and update the package yourself
First you should definitely open an issue on the repo and describe your problem as detailed as possible:
Meteor version, postgre version
Meteor version, postgre version where everything worked
What errors do you exactly get? Best is adding a stacktrace, if possible.
if the "error" is rather undesired behavior (not reacting, things disappear etc.) you need a very detailed description of what you did, what you expected, what (not) happened
Add screenshots if possible
Create a minimal repository that reproduces the error/issue and upload it to github; link it to your issue description
Note, that the points above also apply on Stackoverflow as criteria for a "good question". If the repo owner does not respond after a week you may trigger her attention by using #nameOfOwner in the comments.

By doing all these efforts you raise the chance of some community members to pick up your error (because there is less effort to reproduce when the error is documented well) and fix the issue or fork the repo.
Last but not least the golden way would be to deal with the issue, read about the package and how it works, check the code and try to fix it. Write some tests, document the fix and finally open a pull request in order to share the improvements with all the other package users.
I have tried all the solutions which found on stack overflow, but still not able to resolve it. Somehow its not open the simulator and gives me error "unable to boot simulator".
I have reinstall 2 times xcode and also remove all simulator and add again. also change "DYLD_INSERT_LIBRARIES" to ZZ but no solution.

Don't do any SIP (Disable/Enable)settings its just temp solutions & it may harms to other applications in the mac as well as may affecting on secure data in the mac.
Best way to do upgrade your iMac to macOS "Sierra". It will solve all your problems.

Assuming the error message was actually "Unable to boot the Simulator.", this error indicates an error starting up launchd_sim when booting the simulated device. In and of itself, it does not indicate the actual cause. You can look in ~/Library/Logs/CoreSimulator/CoreSimulator.log for more information about the error (including the error reason).
Possible causes:
On OSX 10.9 and earlier, DYLD_INSERT_LIBRARIES could be set by 3rd party applications. On later versions, invalid DYLD_INSERT_LIBRARIES are ignored instead of resulting in an error.
Usage of older simulator runtime DLC with Xcode 7 betas. Newer versions of Xcode ignore these older DLC.
If you need additional help, please provide that additional datum.

Though I have enough memory(RAM -> ~3.5 GB and Hard Disk - > 60 GB)
I am still getting this error again and again while creating chm file using DoxyWizard.
Is there any setting I need to do to fix this?
Even if I do this from the html help compiler from the command prompt using command hhc <index.hhp> inside the html folder I get the same error.
Please remember, HTMLHelp (CHM's) is nearly 20 years old and Microsoft's Windows based help system is in "maintenance mode" only. No new features and support are expected. As far as I know there is no new help systems being developed at Microsoft.
So, the CHM Compiler (written in C++ 1996 by Ralph Walden) has some limits - it's a HH compiler problem not a Doxygen error.

Please try to compile without 'Index', try to reduce the number of topics, try to compile on a single PC (I think you are working in a server Environment).

Some of you may have already read my unanswerd question "Node Gallery won't show images with Plupload" AND this query is a follow on, because I think if I solve this issue, I will have found the solution to my previous one, as I missed out a step!
I am trying to patch the Plupload module with the plupload_url.patch, on my laptop running a 64 bit version of Windows 7, but every method I try fails; I think it says the file format isn't supported! So far I have tried GnuWin32 (but I think the clues in the name there), and also the JDiff Plugin for jEdit! So, has anyone been in this situation, or do of a working solution? Any advice would be greatly appreciated!
I do have a VirtualBox installation of Ubuntu if there are no other alternitives, but I'd prefer not to use that because transfering files from the Guest OS is a pain in the ass!
If I understand correctly, the problem is that you can't apply the patch and want to know how to do so.
