That codepen uses absolute positioning for absolutely no reason.
"Converting" an older bootstrap layout to a new version is best achieved by starting fresh to create the same look and behavior. Especially when the old code uses some funky methods to achieve a very simple layout.
If you read the Bootstrap documentation on Navbar you can just copy one of their examples to start. To get "two rows" you wrap the navbar-nav in a container-fluid with no padding, followed by a row with no gutters and use .row-cols-* to quickly set the number of columns.
With your three navbar-navs neatly tucked in their columns, you use a Bootstrap's Flex Utilities class to position the second navbar to the right with .justify-content-end.
All that's left is apply the correct breakpoint classes where required, in my example I used md. So at the medium breakpoint, the navbar-navs will stack nicely inside the collapse.
And that's how easy Bootstrap can make it for you.

I'm using bootstrap navigation, and it's working perfectly when collapsed in android and chrome.
But when I tested it on an iPhone the dropdown list appears much lower in the screen, and I don't know what's causing this spacing.
the dropdown list also always appears behind other items like photos or sliders with iphone (works perfectly in android).

I'm facing the same issue with chrome in iphone as well..

To clarify, in my <nav>, from left to right there are a list, an image, another list. When they are collapsed on small screen, the order will be from top to bottom, list, image and list. How to put the image at the top when collapsed?
The easiest way would be to create the brand html twice, and make one visible on xs and the other hidden on xs.
You can do this by adding the visible-xs and hidden-xs classes to the containers that you want to be either visible or hidden when the navbar is collapsed.
By doing this you can display the brand image in both places without having to add any JavaScript.

I am trying to make my site's header responsive and I'm having trouble with the burger menu. The way my header is designed, the navbar breaks at tablets. I have my navbar set with a class of hidden-xs hidden-sm hidden-md which works fine. The problem is that the burger menu only displays on xs and sm. Adding a class of visible-md-block makes the burger menu not display even on devices smaller than tablets. There's just a white background with nothing else in it.... so it's just a white border. How can I display the burger menu on anything smaller than a desktop?

with the bootstrap visible-*-block class you have to specify each size that you want to be visible. so if you add visible-sm-block and visible-xs-block you should be able to see your hamburger menu on small and extra small devices as well.

Bootstrap 5 also has a flexbox Navbar, and introduces new RTL support. For this reason the concept of "left" and "right" has been replaced with "start" and "end". Therefore the margin utilities changed for Bootstrap 5 beta:

The flexbox, auto-margins, and ordering utility classes can be used to align Navbar content as needed. There are many things to consider including the order and alignment of Navbar items (brand, links, toggler) on both large screens and the mobile/collapsed views. Don't use the grid classes (row,col) for the Navbar.

Smack my head, just reread my answer and realized the OP was asking for two logo's one on the left one on the right with a center menu, not the other way around.
This can be accomplished strictly in the HTML by using Bootstrap's "navbar-right" and "navbar-left" for the logos and then "nav-justified" instead of "navbar-nav" for your UL. No addtional CSS needed (unless you want to put the navbar-collapse toggle in the center in the xs viewport, then you need to override a bit, but will leave that up to you).

However the issue with skelly's answer is if you have a really long brand name (or you wanted to use an image for your brand) then once you get to the the sm viewport there could be overlapping due to the absolute position and as the commenters have said, once you get to the xs viewport the toggle switch breaks (unless you use Z positioning but I really didn't want to have to worry about it).
So what I did was utilize the bootstrap responsive utilities to create multiple version of the brand block:

So now the lg and md viewports have the brand centered with links to the left and right, once you get to the sm viewport your links drop to the next line so that you don't overlap with your brand, and then finally at the xs viewport the collaspe kicks in and you are able to use the toggle. You could take this a step further and modify the media queries for the navbar-right and navbar-left when used with navbar-brand so that in the sm viewport the links are all centered but didn't have the time to vet it out.

I guess having 3 brands might be just as much hassle as the "z" but I feel like in the world of responsive design this solution fits my style better.
this is an update for BS5 and a suggested edit for #Zim's answer. Unfortunately I can't submit the edit as the edit queue is full. It would be good if a user with high reputation could submit the edit once the queue allows new edits.

With the addition of RTL-support, ml-auto and mr-auto become ms-auto and me-auto (left/right to start/end).
Bootstrap 5 also requires the navbar to be contained inside a container div.

I found the following was a better solution depending on the content of your left, center and right items. A width of 100% without a margin caused overlapping of divs and was preventing anchor tags to work correctly - that is without the messy use of z-indexes.

This is a dated question but I found an alternate solution to share right from the bootstrap github page. The documentation has not been updated and there are other questions on SO asking for the same solution albeit on slightly different questions. This solution is not specific to your case but as you can see the solution is the <div class="container"> right after <nav class="navbar navbar-default navbar-fixed-top"> but can also be replaced with <div class="container-fluid" as needed.

Switch to full page and resize browser to see navlinks.
Bootstrap doesn't allow us to set flex-basis:0, so the property remains auto and the spacer doesn't expand equally. So the navlinks are not centered.
We can use class position-absolute on brand container and mx-auto w-100 on navlinks. The toggler sets the min height of the navbar to 2.5rem. That we have to set to the fluid div container.
The simplest solution:
Just divide the navbar into columns: for instance, if you have 24 columns over all, 12 are going to be empty and 12 are going to contrain the navbar:
