I have done three columns with a mid column with an absolute icon on the side but the problem happens when you show it in the mobile or the screen is different that mine. If you resize screen the icon moves to the left.
The problem is that I used a position absolute for the icon, Is there no other way to do it?

Instead of setting the left or right attribute on the absolute-positioned element, use auto to centre it, and then left/right margin to nudge it along.

I used a CSS fixed header and scroll for tables with a lot of data with the following css:

It is working but the footer of the table is outside of the scroll section (offset)

Finally, on small devices, the scroll does not work at all, so I should exclude the CSS for smaller devices and I did not find any solution to do so.

You have too much CSS in the table which offset's the natural CSS that is there. You can add padding to the td tag to set up how you want it to be spaced.
You can play with the different heights you need ( the table or content is set to whatever height and same for the parent container to make sure it scrolls ).

In the code below, div with red background gets 0 height when the image is there but with image node removed, it gets the correct height of 60px from the parent. Why is it and how can it be corrected?

Biggest thing that I noticed as I began to edit this:
You added a close image tag (</img>). Those don't exist. The correct syntax is either <img src="something.jpg"> or more technically <img src="something.jpg" /> Threw off some things a lot (especially in the editor)

What I've done is used 2 tables, one for header, which will be static always, and the other table renders cells, which I've wrapped using a div element with a fixed height, and to enable scroll, am using overflow-y: auto;
Also make sure you use table-layout: fixed; with fixed width td elements so that your table doesn't break when a string without white space is used, so inorder to break that string am using word-wrap: break-word;

Some of these answers seem unnecessarily complex. Make your tbody:
display: block; height: 300px; overflow-y: auto
Then manually set the widths of each column so that the thead and tbody columns are the same width. Setting the table's style="table-layout: fixed" may also be necessary.
None of the other examples provided worked in my case - e.g. header would not match table body content when scrolling. I found a much simpler and clean way, allowing you to setup the table the normal way, and without too much code.

I just give an id to the table I want to scroll and put one line in Javascript. That's it!
By the way, first I also thought I want to use a scrollable div, but it is not necessary at all. You can use a div and put it into it, but this solution does just what we need: scrolls the table.

Apply float:left; to all the table and add clear:both; to second and third table.

I have a Div tag that for some reason is padding the left side with approx 50px.
The following is the html and mind you nono of the "class" have padding-left"

The padding-left phantom was actually being inherited from the body tag. The width was set to 800px instead of 900px.
I don't see any anomalous left-padding. There is an empty cell on the left side of your table, 20px wide. Is that what you mean? Try temporarily changing the border attribute of the table to border="1" to get a better idea where the cells are.
For testing in Firefox, I would strongly recommend getting Firebug if you don't have it already. One of many benefits is that as you mouse over the elements in the HTML tab you'll see their padding highlighted.
Your body tag width is set to 800px. Change it to 900px. :)
