does sbt has some configuration to suppress the consistency check?

I'm working thru the sbt introductory tutorial at https://www.scala-sbt.org/1.x/docs/sbt-by-example.html and when I reload after the step "Add sbt-native-packager plugin" which adds a plugin, it fails, with many warnings and errors, to a prompt of "Project loading failed: (r)etry, (q)uit, (l)ast, or (i)gnore?" At that point sbt has basically died. I will append a full capture of the errors.
I believe I followed all instructions. What is going wrong?
I have tried:
Restarting sbt
Undoing the latest code the tutorial asked for (plugins.sbt and changes in build.sbt) and restarting sbt. Then sbt is live again, but of course as soon as I add the code back it dies again.
Adding resolvers for other repos that I know of,

Totally replacing the "resolvers" variable in case an early one was poisoning the process.

I found out what was going wrong - approximately, anyways. Sbt and Java underneath it seemed to have had outdated security certificates. Odd, as I just installed it this week.
The command:
sudo /var/lib/dpkg/info/ca-certificates-java.postinst configure
updated the relevant certificates and then it worked.

It not caused by library version dependency conflict but because of different library has same class or file named with same package path.
I have two questions:
Is it possible fetch correct file and how to do it in sbt build file?
Java project should be follow the package namespace definition. So, why the two organization of org.slf4j/jcl-over-slf4j and commons-logging/commons-logging has the same class path org/apache/commons/logging/Log.class, rather then define as org/slf4j/commons/logging/Log.class for org.slf4j org and org/apache/commons/logging/Log.class for commons-logging org?
Besides, the name of commons-logging as a groupId is very strange.

I go through the steps mentioned in the debian package installation procedure on the official sbt website. These steps work locally on my Ubuntu machine, however the same steps do not work in a Google Cloud Compute Engine VM. When I run sbt, I get the following error:

sbt version is 0.13.9 and scala 2.11.7/ I know previous versions of sbt relied on scala 2.10 - is that still the case? I have a Java project for which I added an assembly.sbt file in the project directory (as per the sbt assembly instructions for this version of sbt assembly):

I tried creating the assembly.sbt file inside the project subdirectory - it did not work. Then I added it to the plugins.sbt inside the same project subdirectory. When it did not work, I copied the assembly.sbt and plugin.sbt into the root directory of the project but it did not solve the issue.
Project directory: test-server
I have added assembly.sbt and build.sbt inside /test-server
I have also tried adding it ti /test-server/project
Neither worked. I am reasonably sure I am doing something wrong or missing something in my config. Kindly share your thoughts as to what needs to be done to resolve the issue.

The issue was due to a typo in my assembly.sbt file. The assembly.sbt file needs to be inside the project subdirectory i.e. if your project root directory is test-server, one needs to place the assembly.sbt file inside the test-server/project subdirectory.

I finally found a workaround.
Run this at command line:
sudo /var/lib/dpkg/info/ca-certificates-java.postinst configure
The issue seems to be related to this one: https://github.com/docker-library/openjdk/issues/19 (at least for me).
It seem, as far as I understand, that this bug can get back at JDK9 =/
