Is it possible to include an images folder that is then accessible via the admin section. I am creating a theme and want some background images available for the user, since I can not include them in the uploads folder is there another way?
Include your backgrounds into the images folder of your theme.
Create an options page that lets the user select a background and return the URL of the image.

If you want to adjust the way your single posts are displayed for all the posts, you have to edit the single.php file in your theme folder. You can do this in the backend under "Design" -> "Theme Editor" or you can access the folder and files via FTP.
For your default posts in wordpress you just need to open the single.php file and look for the h1 with your title. It can look something like:
<h1><?php the_title(); ?></h1>
Above that (if you want to display it above), you can put your shortcode with the do_shortcode() function:
<?php echo do_shortcode('[name_of_shortcode]'); ?>
If you are not using normal posts of wordpress but custom post types or something else, please have a look at the wordpress template hierarchy to find out, which file to edit or how to name the new files for creating template files: https://developer.wordpress.org/themes/basics/template-hierarchy/
If you are using a theme that is not made by you, you should make sure you keep your theme updateable. So if you overwrite the single.php, with the next update of your theme, the file will not have your edits. You need a child theme, if you want to keep your parent theme up to date but also customize it in the page templates. Set up a custom template. It can contain all the custom code you need, such as the API to call the external database. You create a new template by copying and modifying the page.php file from your theme. Just remove the parts you don't want and at the top put your new template name in a comment line like this:
/* Template Name: External-DB-Page */
Save that to a file such as external_db.php, upload it to your theme or child theme directory and then in your functions.php you include the file by adding
require_once 'external_db.php';
This new template called "External-DB-Page" will now be a selection available when choosing a page template for any page in WordPress.
I am new to wordpress and want to know best way to add css from installed and activated plugin.

Without saying what you want to achieve is impossible, it certainly is against how WordPress is designed to work. Plugins are supposed to be modules that add to or modify how WordPress works. The folder of a plugin should only hold files pertaining to what the plugin does and, if it's a public plugin, its contents are controlled by a versioning (SVN) system.
In short, adding a file to an existing plugin will not have any effect, regardless of whether the plugin is active or not. And you should not add files to plugins you haven't developed yourself.
To load a CSS file on the login page, one should add an action hook to login_enqueue_scripts, as instructed in Customizing Login Form page of the codex. The stylesheet itself should be placed in either a custom plugin (you could create for your use-case) or inside the current theme folder.
I have more than 500 images and I want to upload in WordPress media, I tried through FTP, WordPress changed images in different dimensions, and when I installed plugin "ADD TO SERVER " it uploads all the files.
I just want to add original images in the WordPress dashboard. Is there any way to upload bulk files in the WordPress media?
You can do it through FTP but go to settings before and change to import ORIGINAL size instead change dimensions.
You can find it under SETTINGS --> Media.
I have use 1024/1024 as max to avoid overload the server. You can change it on 2K(2048) or 4K(4096).
You can use the intermediate_image_sizes_advanced hook to prevent WordPress from getting the list of image sizes it normally uses.
The following code will feed an empty array to WordPress instead of the registered list of image sizes:

Running the Add to server plugin again after adding that code to your functions.php should not resize your uploaded images.

It will be better to create a page template and write the code for displaying post from category. Then assign your template to any of the Page in Wordpress Dashboard.
Look at the Wordpress Template Hierarchy
To load posts of a unique category (e.g. movie_cat) you can create a file named category-movie_cat.php.

If you want to create a new php file which will work with your WordPress install, create your new file and copy/paste this piece of code, name this file like you want:

Correct the path for wp-blog-header.php according to where your new file is placed (in this example, the file is at the same level of wp-blog-header.php).
Add your special script to this page and you're done !
Note that this method is a way to display your content in another way than the activated theme. If you want to add function in your plugin or theme, you only need to include it in your functions.php or main plugin file to use WordPress functions, db...
