I m using vs2010 and iis 7
i hosted my web app in iis 7
like http://localhost/TestUI/login.aspx
But the css file not referring..!
I opened the developer options and tried to see the css file
like http://localhost/TestUI/css/style1.css
It throwing error like
401.3 - unathorized - You do not have permission to view this directory or page because of the access control list (ACL)
configuration or encryption settings for this resource on the Web
server.
I have tried many ways to solve it..
Gave access to IUSR to wwwroot folder in properties -> security
Changed Anonymous Authentication to Application pool identity
Used (~) in the css url in aspx page
But don't know how to solve it ! what to do !!
As per MSDN
This problem occurs when permissions for the file that the user is trying to access are denied to that user. This error message differs from a standard 401 error message, in that, the user has been logged on to the server, but the resource that the user is trying to access is restricted. For example, if only Administrators and LocalSystem have access to a file on the server and a user, who is a member of the Users group, tries to access it, the user receives a 401.3 (provided they can log on to the server).
The resolution states to check the NTFS permission on that file. Make sure users can access the same.
I found a thread that could help you with the solving the same. As per the thread,
IIS 7 also creates "IUSR" as default user to access files via IIS. So make user IUSR has read access to files/folders.
How to check if IUSR has read Access? Right Click -> Folder -> Properties -> Security Tab See if IUSR is in Group or user names list, If No.
Click Edit -> Add -> Advanced -> Find Now -> Select IUSR and click OK four times

Every asp.net application is run under one pool assigned to it, and each pool is run under a specific account.
Open the IIS, locate the pool under which your app is try to run, see the user that is assigned to that pool, and give read permissions to that user on your full site directory tree.
Especial for the web.config
The web.config, its the configuration file that message says, must have (and) write permissions.
So you locate web.config on the root of your site, right click on it, go to permissions and give on the pool-user, the write capability. The pool user, is the user under the witch the pool is run, as I explain below.

One account that is permitted for public access, and the account that assigned to that application pool have.
To find/assing the first account you go to your iis site | Authentication | Edit, and see or change it as you see on that screen shot.

Go the your IIS Site and click on the Basic Settings to find the pool name, then go to the IIS | Application Pools and see the Identity column, and note the name of the user under the witch your site is run.

Some directories, like the App_Data and App_Code have direct protection from asp.net and they not allow anyone from the client side to run or view whats is in there.
On the public directory that allow write access to your user add one web.config and totally disable all the running of asp.net files.

It looks like your IIS_User doesn't have the necesarry permissions to access your website in C:\Users....\Visual Studio 2012\Websites...
Also make sure your application is running the correct .NET version (2.0, 4.0, ...)

I assume this is an IIS error, as this doesn't happen if I run the project on my local machine.
I have my stylesheets at ~/Content/css
Any files in that directory won't load on the page, and when I navigate to them directly, I get a server error:
401 - Unauthorized: Access is denied due to invalid credentials.
You do not have permission to view this directory or page using the credentials that you supplied.
This only happens with that directory, I have no problem accessing any other files. Is there something I need to do in IIS7 to stop this?
Open IIS and select site that is causing 401
Select Authentication property in IIS Header
Select Anonymous Authentication
Right click on it, select Edit and choose Application pool identity
Restart site and it should work
It is likely that you do not have the IUSR_computername permission on that folder. I've just had a quick scan and it looks like you will find the information you need here.
If that isn't the case, are you prompted for your username and password by the browser? If so it may be that IIS is configured to use Integrated authentication only, as described here.

You do not have permision to view this directory or page using the credentials that you supplied.
This happened despite the fact the user is already authenticated via Active Directory.
There can be many causes to Access Denied error, but if you think you’ve already configured everything correctly from your web application, there might be a little detail that’s forgotten. Make sure you give the proper permission to Authenticated Users to access your web application directory.
Here are the steps I took to solve this issue.
Right-click on the directory where the web application is stored and select Properties and click on Security tab.
Click on Click on Edit…, then Add… button. Type in Authenticated Users in the Enter the object names to select., then Add button. Type in Authenticated Users in the Enter the object names to select.
Click OK and you should see Authenticated Users as one of the user names. Give proper permissions on the Permissions for Authenticated Users box on the lower end if they’re not checked already.
Click OK twice to close the dialog box. It should take effect immediately, but if you want to be sure, you can restart IIS for your web application.
Refresh your browser and it should display the web page now.

You need to check the folder permissions on your server and check that the account that you are using to run your application has access to that folder.
For me the Anonymous User access was fine at the server level, but varied at just one of my "virtual" folders.
Took me quite a bit of foundering about and then some help from a colleague to learn that IIS has "authentication" settings at the virtual folder level too - hopefully this helps someone else with my predicament.
In our case it was Windows-integrated authentication specified in the app's web.config
BUT the windows-auth module was not installed on the IIS machine at all.
Just adding another possible reason.
Another simple fix I found was to delete the local IIS site (from within IIS Manager) and then re-create the virtual directory from the "Properties" of your web project in Visual Studio.
I am getting this errror in my newly created website in Windows 7 and IIS 7.5. I created an SSL certificate and done binding new website.

Earlier when I created the website, I selected 'application user(pass through authentication)' in 'Add Website' dialogue. and when I click "Test Settings ..." button, I get this error message:
The server is configured to use pass-through authentication with a built-in account to access the specified physical path. However, IIS Manager cannot verify whether the built-in account has access. Make sure that the application pool identity has Read access to the physical path. If this server is joined to a domain, and the application pool identity is NetworkService or LocalSystem, verify that \$ has Read access to the physical path. Then test these settings again.

I had the same issue, ensured my DefaultAppPool was running under ApplicationPoolIdentity and the DefaultAppPool had permissions to the folder, but some files still didn't load.
Turns out my problem was that the anonymous authentication user was set to someone else instead of ApplicationPoolIdentity

Make sure that application pool of your website and website both are running under the same identity. Then make sure that this identity has required permissions on the virtual directory. I had exact same issue and above two checks fixed it.
IIS 7 also creates "IUSR" as default user to access files via IIS. So make sure user IUSR has read access to files/folders.
How to check if IUSR has read Access? Right Click -> Folder -> Properties -> Security Tab See if IUSR is in Group or user names list, If No.

The below worked for me. I did not set up an SSL, just a new website within IIS. Upon doing so I was immediately unable to access the website with this error message.
When I created the new website, a new Application Pool was also created. The Identity of this Application Pool was set to ApplicationPoolIdentity. As mentioned by Suhas, the Application Pool of the website and the website itself must be running under the same identity. (I do not know how to check the identity of the website, but the Application Pool's Identity can be checked by going to Application Pools and looking at the Identity column). The default Application Pool name is DefaultAppPool.
I added permissions to the site (right click the site name -> Edit Permissions -> Security -> Edit -> Add), linking the site to the DefaultAppPool object, which in turn gives the site access to the default user and it's settings. (The default user is created when IIS is installed. Read more about this in Microsoft's docs).
I thought this would be all that's needed to obtain access, but this is incorrect. The website's Application Pool must also be set to DefaultAppPool. This can be done by right clicking on the site -> Manage Website -> Advanced Settings -> Change the Application Pool value to DefaultAppPool.

Does your application pool's user have read permissions to the files you're trying to serve? By default, this should be the NETWORK SERVICE user.
Your ASPNET user will also need access.
Permissions can be set here:
Right click the directory or file --> Properties --> Security tab
You need to give the permission to user name "Internet Guest Account" on C:\example directory on an inner directory given you have used the same user in the IIS anonymous setting.
Give your aspnet local user permission to the directory you're trying to access.
You need to add permission to the user binded with Application Pool on folder in which is your website.
The name of the user is usually IUSR, NETWORK SERVICE or IIS_IUSRS.
Permision to the root: Read and Execute, List folder and read
Permission to the root/App_Data: All
Or another approach could be to set the username in the application pool (Advance setting -> Identity) to the username which has rights to read the directory. You may need create new application pool.
