Does anyone know which of the 3 products - Documentum, FileNet and Open Text offer cloud presence?
I don't really know about EMC and OpenText cloud offers, but I know about IBM.

Does anyone know whether it's possible to publish the QnAMaker in Europe? I can only publish it in the West US which results in quite a bit of latency when calling the service from our backend.

To get rid of the latency, you could decide to migrate to Azure Cognitive Service for Language which can be published in Western and Northern Europe.If you are using Bot Framework SDK to talk to this service, bear in mind that it is not yet ready for the new Language Service.
is computer vision already HIPAA compliant? Or, if it is not, will it be coming soon?

I have a Push-Notification service set up that I need to migrate because IBM is closing the old service, with this service I have a Mobile Data service with many users. Then I created a new app and created the services: IBM Push Notifications, Cloudant NoSQL DB and Mobile Client Access. How can I bring the old users to the new app with the new push notification service?
I am truly sorry to say it's too late to migrate using Mobile Data or Push resources as the applications have been deprecated since December and finally taken down as of today in accordance with the notice IBM put out towards the end of last year. Additionally you should have received an email around March encouraging engagement with our support team to assist in migrating your application. Regretfully, due to the cessation of the old services, the data within those services is now inaccessible.
Without these resources to migrate I fear your best option would be to use the new backend services within your application and have users register to the new push service recreating your push subscribers and using the new Cloudant NoSQLDB platform to manage your data. Apologies for the inconvenience the deprecation has likely caused, please let us know if we can assist any in utilizing the new suite of mobile services.
Is this possible to record short, sample sound (like 10-15 sec) and store on paired phone/device?
Allowing user to gather sample sound from environment would be rally beneficial to our product.
unfortunately the Microsoft Band does not support this feature and the microphone is not exposed via an API of the current SDK https://developer.microsoftband.com/bandSDK
As danvy has said, unfortunately it isn't available within the SDK to access the microphone.
If there is enough voice from developers for this to be added, I'm sure that the Microsoft Band team would be happy to expose more of the features in the Band to developers through the SDK. There is a UserVoice site just for the Microsoft Health & Band team which you can ask for these sorts of features but I'm also sure that they check here too!
I am using the Gracenote Entourage SDK for iOS and am able to recognize Live TV shows however when I try to recognize a Movie either from DVD or VOD it returns no matches. I have signed up for the Accelerator program which should give me access to the full database rather than the last seven days of aired broadcasts.
Can anyone provide an example returning movie data? Should I have access to this data with the Accelerator Plan?
Accelerator program gives you access to publicly available API's for commercial use. However, recognizing DVD or VOD is currently available to enterprise customers only.
