I am having problem in making a screen center for small screens
I've created 1500px wide long page designed in photoshop and sliced into tables.
i used the following code to center my page
width:1500px;
margin: 0 auto ;
position:relative;
to make it center , its good on big screens but in small screens a horizontal scrolls appears and its all to left i want to in middle as a default and i can remove it using overflow x hidden.
Problem with your code is, you used tag and gave width of 1500(not dynamic) also i got containers(#index-07_,#container12) with style of
width : 1500px
instead of using
max-width:1500px
change them also add style(obviously not good choice; you may choose specific image tag but for quick fix it will work for you)

Your applying a static width to page, so if your viewing in small screen, page gets overflow, so in this case you have to adjust the page width with respect to screen resolution. It can be done by using media query, refer the below link about media query - http://www.w3schools.com/cssref/css3_pr_mediaquery.asp
use your CSS code with different static width in different resolution like

After reviewing your code, you have go with max-width instead of width in container class as said by Neel.

Also set image width as 100% as like in below code.

Using Sprinkle Pro Theme
The logo image is automatically designed to size down to 150px in height. I added this code to make it larger:
.header-image .site-title > a {
height: 300px;
}
It looks perfect on the desktop view but now when I view the site on a mobile view, I'm left with large padding space between the announcement/hamburger menu and the first widget. I don't want there to be all of that empty space between the logo and everything else.
I've tried adjusting things in the #media areas already within the theme itself, but nothing seems to work. I feel like it's a matter of selecting this height for a different #media area? But I can't seem to get it to work. Any insight?

Checking your site I can't see any problem at all. Everthing works as You have decided.
If you have the rule:
.header-image .site-title > a {
height: 300px;
}
and you are not happy how it looks on mobile, change it with media queries
like this:
#media only screen and (max-width: 600px) {
.header-image .site-title > a {
height: 120px;
}
}
Just use the window width when you desire to use the change of height and be sure the rule is placed at the bottom of you css sheet.
Figured out my issue. I ended up applying this specific code:
#media only screen and (min-width: 600px) {
.header-image .site-title > a {
height: 300px;
}
}
It left the logo sizing alone for any screen size below 600px. But for anything 600px and above, it made the logo height 300px, which is exactly what I wanted. The padding around the logo image on mobile devices is no longer there.
Let's say I have a div on a webpage that displays on a desktop at 1000px width. Let's say I want that div to display at 100% width in portrait mode on all phones. What would be the easiest way to accomplish this without using Bootstrap?

This rule would work pretty well in situations like these: It makes the DIV 1000px wide if the screen is wider than 1000px, and makes it 100% wide on all screens which are less than 1000px wide.
Johannes answer is really awesome but if you need to have more control over what's displayed, you can always use media queries.
Example: hiding a sidebar only when the screen width is <= 600px:

PROBLEM:
I'm currently working on a from-pdf template; I'm relatively new to responsive design and am having an issue with the following: I have a button at the bottom of the page that I'm currently centering using a set margin-left value. However doing so prevents that button from 'floating' all the way to the left during screen re-size.
GOAL:
Have a solution that allows the button to be horizontally centered during 'full size' browser, but collapse and float all the way to the left when the browser size is decreased.
TRIED:
Setting padding/margin
Setting both of the above to auto
Thought about a horrible conceptual ghetto hack (I could technically make the image a long white rectangle with the button centered then make the image fluid, thus re-sizable)

assuming that a selects the link corresponding to the button and img is your image.
You want to use media queries for this. Specifically viewport-height or viewport-width from the sounds of things.

I designed a responsive web page for tutorial and I have a trouble with unnecessary padding.

In this page when you decrease the your browser window resolution, you will see the horizontal scroll bar (overflow-x) in some resolutions. I am trying to understand but I can't fix this trouble for a few days.

It appears that an inner item is causing the issue. Remove the padding from #header-main-buffer and it should go away.
line 515 of your file:
#header-main-buffer {
width: 300px;
padding: 0 10px; <- this is your problem. remove it and it will be fixed
...
I checked your code and it might be your <div id="header-logo"> the one creating that extra padding.
Since the img has a fixed width of 300px on screens smaller than tit will create an extra padding to the right so it fits the screen.
Try reducing the
#media screen and (max-width: 479px) and (min-width: 320px) {

Basically check all the img that you're using so you make sure their width is appropriate and they fit the screen.

I need the two big icons to be horizontally side by side until the window is resized to be smaller (like that of a mobile phone, for example), and then when that happens, the orange one on the right should drop down below the green one to form a vertical layout.
I know I should use media queries, as I have been told, but I am not sure how to do this or which ones to use.
I am not great at CSS, but I am learning. I have done TONS of research, spent weeks trying to figure this out. Please help. Thanks!

So according to that fiddle you can tell the code works. If you have problems implementing it let me know or if it just doesn't work for some other reason. You could also adjust the point in px it changes at if you want I just set it to when it breaks the width of the container.
EDIT:
Usually though you would want to change the width of the containing element from a fixed width to 100%, this way the images center, like this.
