I've created a Package spec and body and when I execute the script I get no errors. However my package body stays in invalid state. I can't understand why, can you please help?

In this Xml_Table is the procedure i have created . and Xml_tab is the table of xml datatype i have created in the database. One more question is there a way i can create a procedure pl/sql in which i can drop and create new xml type table instead of doing it outside the procedure.

I am trying to implement Trigger that raises an User Defined Error Message and does not allow the update and Insert operation in the database.I am new to pl/sql i refereed some code from the internet and try to implement.My code is running is fine as i can not update/insert into database but still i am unable to get my user defined message and also i am getting this warning.

There are couple of problems with your TRIGGER block.
The name of the Trigger cleaner_before_update_insert does not match with the cleaner_before_update after the final end statement.
COUNT is an SQL keyword which is not allowed to be used as a variable in PL/SQL.You would receive the error - Error(10,11): PLS-00204: function or pseudo-column 'COUNT' may be used inside a SQL statement only

You can't use an IF statement in a cursor declaration, as IF is PL/SQL, and a cursor declaration must be pure SQL.

Your original question shows an error message referring to "?", but the code yout posted a as comment would raise a similar error for `"IN"' instead:

That is because you've used IN for a local variable; but IN, OUT and IN OUT are only applicable to stored procedure parameters. You could have declared the function with an explicit IN for example, though it is the default anyway:

So that needs to be removed from the v_contact_info_visible declaration. You've linked to an example you're working from, but you've removed a lot of important quotes from that, which will still cause it to fail when executed as a part of a VPD; because v_contact_info_visible will be out of scope to the caller. And you have a typo, with a hyphen instead of an underscore.
You need something like:
