I have an error with relase file meteor.
Please give me some step to install this app.
The last commit on that repo was 2 years ago, which is a lifetime in Meteor terms, so this is going to use a version of meteor which is way, way out of date. It would probably take a lot of work to get it to function with a supported version.
Whether you're looking for this as a way to learn Meteor or for something to actually use, you should be using the official todos app. The (correct) instructions for Meteor installation are here.

I've been using numtel:pg package for several projects in Meteor. Since Meteor version 1.8 the package isn't working correctly anymore. Anyone can point me to a solution?
The package seems to be abandoned, since there is no update in 4 years(!).
Trying to fix a package that is this outdated is usually not worth the effort. Your best options in this case are
find an alternative package for postgreSQL integration
find a fork of the package, that has fixed the compatibility issues
fork the package yourself and update the NPM versions or transform the package to run without hard wiring to a specific NPM version.

What to do if none of this applies to you, because
The alternatives require a lot of refactoring or even changes in the app architecture
There is no fork that keeps the package maintained
You are not skilled enough to fork and update the package yourself
First you should definitely open an issue on the repo and describe your problem as detailed as possible:
Meteor version, postgre version
Meteor version, postgre version where everything worked
What errors do you exactly get? Best is adding a stacktrace, if possible.
if the "error" is rather undesired behavior (not reacting, things disappear etc.) you need a very detailed description of what you did, what you expected, what (not) happened
Add screenshots if possible
Create a minimal repository that reproduces the error/issue and upload it to github; link it to your issue description
Note, that the points above also apply on Stackoverflow as criteria for a "good question". If the repo owner does not respond after a week you may trigger her attention by using #nameOfOwner in the comments.

By doing all these efforts you raise the chance of some community members to pick up your error (because there is less effort to reproduce when the error is documented well) and fix the issue or fork the repo.
Last but not least the golden way would be to deal with the issue, read about the package and how it works, check the code and try to fix it. Write some tests, document the fix and finally open a pull request in order to share the improvements with all the other package users.

I need step by step procedure.
If you cloned the repo and did nothing else, there are a few things you need to do before you can run the app. Since I don't know how much web development you have done, I'm going to include things some people will think unnecessary.
Install node.js, if you haven't yet. Grab the LTS release from https://nodejs.org/en/. Do not use the "Current" version, because that may not be compatible with Angular just yet. If you have and older version of Node, upgrade. If you already have the LTS version, skip this step.
Now open a new command prompt or terminal and change to the directory where you cloned the repo. To be sure you're in the right place, make sure you can see a file named package.json.
In this command prompt/terminal window, execute this command: npm install. This will download and install all the dependencies (which could rather disturbingly add up to a few hundred Megabytes). You may experience timeout errors if you're behind a corporate proxy server. That's not something you can fix as of 2018. Just connect using something else and try again.
Once everything is installed, you should be able to run the Angular app. Everything I mentioned already only need to be done before you run it the first time. To ensure you are in the right folder, navigate to where your index.html is located and run this command: ng serve. If ng cannot be found, you may need to install it. To do so, execute npm install --save-dev #angular/cli. Now it should work. If not, close your command prompt/terminal window, open a new one and try ng serve again.
Once ng serve is finished compiling, you should be able to view your app by opening http://localhost:4200 in your favourite browser.

Here's a bonus tip: Take the time to work through the official Angular Quick Start. It really is a fantastic guide and will get you skilled up much quicker than just hacking it ever will.

At the time I wrote that I was running SBT 0.13.16, and was able to make everything work.
My team has attempted since then to upgrade to SBT 1.0.x, and while for a while it seemed to work, it turns out that was only thanks to the cached versions of our libraries in ivy.
Attempting a clean setup using the same technique that worked in SBT 0.13.16 results in no attempt to send authentication information to the servers (and thus, no library download and frustrated devs); verified with Fiddler.
PUBLISHING does work and seems to make proper use of the credentials, but DEPENDENCY RESOLUTION does not, any longer.
Any idea what I'm doing wrong, or how I can replicate the old behavior?

Apparently this was resolved at some point before sbt 1.1.6.
I have suddenly started getting the following message - all seems to work but i don't know why im getting it / what it really means for my app.
The only thing i can think of is that some smart-package im using is looking for an older version of meteor, and mrt is clever enough to not use a meteor version that will break it?

So what does this mean really? - and what do i need to do to not get it.

I'm not too sure why it uses that odd terminology. Version 0.6.0 introduced project versions, so each project could run its own version of meteor similar to how meteorite does with smart.json
What Running Meteor from a checkout -- overrides project version (0.6.2) means is this version is overridden by the version in your smart.json. Typically the latest version on the master branch on github (which is checked out hence the wording). So at this moment if you ran mrt it would use 0.6.2.1
I'm sure over time meteorite will eventually be folded into meteor. 0.6.0 was just released a short while ago so some updates still need to be done to make them work better together.
I'm developing a Tool using Symfony 2. Since my Version of Symfony is a bit old, I would like to update. My current installation is the one "with vandors" and I'm using it under Win7 with XAMPP.
I feel somehow stupid, but even after searching the internet for over an hour, I didn't figure out how to update correctly to Version .15
You would be a great help, if you could give me some dumb-secure instructions on this, because all I've done so far to install or patch software was running an exe-file.
Hopefully my english was good enough to point out what my problem is, but nethertheless I excuse myself for all mistakes.

The update steps are always given in the release announcement (see Symfony 2.0.15 released):
If you already have a project based on the Symfony Standard Edition
2.0.x, you can easily upgrade to 2.0.15 by getting the new deps and deps.lock files. Then, run the vendors script (it also clears your cache):
./bin/vendors install
If you modified deps file to include additional vendors you'll have to manually merge it with the latest Symfony one.
Vendors script requires git client to work. You'll have to install it.
