I've burn too much time on that one. I really need help.
We have Joomla 3.2.3 installed on a dedicated server.
Our client ask us to set the timezone to New York.
The timezone is setted from UTC (default from joomla) to America/New_York on php.ini.
In the config section in the administrator panel, we've make sure that the timezone was matching with php.ini.
The problem is that there is an offset of 4 hours only in the administrator panel.
If you save a content publish date to 2014-05-28 02:34:00, in MYSQL and in the frontend, it will show 2014-05-28 11:34:00.
This is a timezone issue for sure, but I can't find where I did wrong. Can anyone help?
Again, what I did so far is:
Set timezone to America/New_York in php.ini
Select New York in "System - Global Configuration - Server"
Check in each user profile to set timezone to default.
MySQL and Frontend display -4hours offset.

Problem is finally solved.
Joomla stores date in GMT / UTC format.
I had to reconverted the timezone to display it correctly.
So the lesson would be : "Do not use the raw data from MySQL DB, some need to be converted before".

In my Asp.Net application when I save or update a record the date is coming as #CreatedAt = N'06-May-2015 02:49:03 下午 only the AM/PM part is coming in chinese while in systems Region and language setting Format is English and Location is Macau S.A.R. The Webapplication also supports Chinese language through Globalization.
Make sure the CurrentCulture property is not being set to zh-CHT (or something equivalent) either in your Web.config or the Page where the record is being saved in code.
Go to IIS -> .NET Globalization and check the culture there. Make sure it is Invariant. Check the below screen shot

I've started a new Wordpress site, and and trying to import a database form a site I had about 3 years ago.
Whenever I click on import, choose the file and set it away, I get this error:

I've tried a few fixes such as setting the Do not use auto interrupt to off, unticking allow interruption, setting the compatibility mode and changing the character set but nothing seems to work.
I did import this file into another Wordpress blog about a year ago, so I know it worked then, but it's refusing now.

I have hosted one of my site on IIS 7, WS2008. Later i have realize there is some datetime format issue, like me expecting things in dd/MM/yyyy format but it was in MM/dd/yyyy format and because of this it used to give me datetime conversion error.
So i have changed the datetime format by following step:
Control Panel -> Regional and Language Options -> Advanced
and changed registry entry
regedit >> HKEY_USERS>>DEFAULT>>Control Panel>>International
and here we have changed "sLongDate" and "sShortDate" key in dd MM yyyy format
and restarted the server.
Now, the issue is if i create new website i'll found everything is working fine including my datetime format as well
But my actual site which i have created before making all these datetime setting changes is having no change at all, still i m facing same datetime issue.
So i have deleted that site and hosted same site again with same IP address and at same port, but still same issue.
So, is it like there is some configuration of datetime for specific port.
I can not change my port.
Please suggest me proper solution.

After lot's of hunt i have found the solution of my problem:
1) Change the datetime format of your server from:

2) Open IIS and follow below steps: (For IIS7)
- Click on you Website
- Select .NET GLOBALIZATION option
- From Culture tab, select required Culture and UI Culture.
- Finally iisreset.
- Dones....

This Answer posted by Sham worked for us. We were upgrading the server and there were no changes in application or DB but after upgrade we got string format issue for date time. Above suggestion helped me...
I having a problem using vTiger.
Actually i had no problems but we had to format one of our servers and as the SQL has been backup'ed i had no worries about vTiger.
Just got vTiger folder backup'ed too, but when i had my server back and put the folder of vTiger into www and restored the database i had a few errors, mostly resolved by re-configuring config.inc.php because paths had changes. But after all the configuration is done again i can't login to my vTiger. He reachs the database but does not recognize any of the users. I alway get username or password is wrong. Have anyone experienced this? Is there any possible solution?
Had a similar problem a few days ago, it turns out my cookies were corrupt (Firefox). I cleared all related cookies, problem solved. Try first using some other browser to confirm. hth.
First I would check if the db is reached and populated with your data. Try connecting from the command line.
If you are working on Windows and have changed Vtiger's path, and you are using the bundled version, MySql path changes as well, but the Windows service can still be alive on the old path: in this case you must manually cancel the service and afterwards use the "Start Vtiger" button in order to create the new service.
Second, I would turn on the php debugging as explained here. In most cases, these steps should help you.
Have you checked user_privileges folder? in that you must have 2 files for particular user. eg. your user admin having id 1 in database then you must have user_privileges/sharing_privileges_1.php and user_privileges/user_privileges_1.php file
and open user_privileges_1.php file and check username/password in that file, if it's not same with your DB then change it manually.

I have date format in my local machine : (d/M/yyyy h:mm tt) ==> (23/6/2011 4:30 PM)
when i publish my website on IIS server it converts date format to (M/d/yyyy H:mm)

I was having the same problem, I just found a solution, you need to change the key on the server, follow this steps:
Go into Registry Editor (start -> run -> type regedit).
Get into the folder HKEY_USERS -> .DEFAULT -> Control Panel -> International.
Look for the key sShortDate, right click -> Modify...
Change the Value data for d/M/yyyy.
Log off. Then next time you log in, dates should be work as you wanted.
That should do the trick, you can also change the sLongDate.
Try to put this line in the system.web of the web.config, modify the data of culture to your country.

Check app pool of your application in IIS.
Go to Application pool of your website and change Identity of that pool to local service(because your desired date format you have set is in your local system) in Advance setttings.
Restart your app in IIS

In my case the default format for my country was wrong and I couldn't pick proper format except choosing someting else with desired format. But there was web.config with globalization set to my local culture which had precedense.
Even after setting application locale it was still picking up the application pool users locale. I had to change the region settings for all users. This screen shot might help...
Change System Locale
Change Region Settings to desired
Change your system short date and log date format as desired.
Check app pool of your application in IIS.
Go to Application pools section of IIS and change Identity of that pool to local system(because your desired date format you have set is in your local system)
Restart your app in IIS
If you have changed you system date format and Clicked on Copy Settings to ALl User accounts and still your new format not getting applied to IIS hosted WebProject.Than you must try to go to APplication Pool Idnetity and Change the User Account and then again try to copy settings to All User accounts. Get reference from here it worked for me
