All help is appreciated! I've been stuck on this for a while now and I see this as a last resort...
As Martijn Pieters pointed out the issue was lxml not installing correctly. He posted a link to a question that explains how to solve the issue:

I'm trying to use install snowflake-connector-python to a Cloud Composer environment but keep receiving an error that pops up in the UI, "Failed to install PyPI Packages. Check the Cloud Build log for details". The build log doesn't seem overly helpful and is very long, so I'll just show some of the notable things here.
This is a warning that shows after installing snowflake-connector-python and its dependencies.

I'm running the image composer-1.12.1-airflow-1.10.10 in zone us-central1-c and is using python 3. I've tried installing different versions of the package with no luck, and have tried doing it via the UI and via gcloud. Any help as to the root of this problem would be much appreciated!
I tried trying to install older versions of snowflake-connector-python but that didn't work.
What did end up working was adding docutils==0.15 to the list of packages to install. This fixed the dependency conflict warning and led to a successful build.
Previously, I've received dependency conflict warnings that led to successful builds. But for this case, I actually needed to resolve that conflict.
The answer from nate did not work for me, the PyPi package install succeeds in CloudBuild but then the Web Server fails to update and rolls back installing the packages.
In order to get this working we had to downgrade our Composer to the September release which comes with docutils==0.15.2.
The image we used was composer-1.12.1-airflow-1.10.9, it seems that any image in airflow 1.10.10 or above has this issue as they come with docutils==0.16 as standard. You can see which version of docutils is in an image by using this link and expanding the PyPi packages column.
I am trying to built a wireshark plugin code on my RHEL5 Virtual machine and while I am trying to compile it, I am getting the below error.
On ./configure command , below is the error message I receive and the make file is not being generated.
checking for Qt5Core - version >= 4.6.0... no
checking for QtCore - version >= 4.6.0... no
configure: error: Qt is not available
Please advise on how to go about this error. I have looked up for various rpm files and tried installing them but none works!
Try installing below packages as stated in this answer. Worked for me.
libqt4-dev (4:4.8.2+dfsg-11)
libqt4-dev-bin (4:4.8.2+dfsg-11)
libqt4-opengl-dev (4:4.8.2+dfsg-11)
libqtwebkit-dev (2.2.1-5)
qt4-linguist-tools (4:4.8.2+dfsg-11)
qt4-qmake (4:4.8.2+dfsg-11)
The error message you post is telling you that you need a version of Qt greater than or equal to 4.6.0. Since you are building software against Qt you will need the developer version of the package. There seems to be packages named qt47-devel that should be suitable.

Has anyone solved this issue?
Thanks in advance
The author made a packaging mistake and didn't include the README.rst file in the distribution.
Update: Version 1.2.1 was released fixing this issue. Try installing again.
For future reference, when you run into such a problem, you can pin transmogrify.webcrawler to a specific version (such as 1.1) in your [versions] section:
[versions]
transmogrify.webcrawler = 1.1
or use mr.developer to get the development version:
[buildout]
# assumption: you already have mr.developer in your buildout
auto-checkout += transmogrify.webcrawler
[sources]
transmogrify.webcrawler = git git://github.com/collective/transmogrify.webcrawler.git
I filed a bug report to let the author know; hopefully there will be a fixed version available soon.
I'm running Rstudio on its own server.
Java is installed with good java_home and bin.
R is installed. rJava is installed.
Tried to do command: library("rJava") but had issues with libjvm.so, do following Rstudio recommandation I did sudo R CMD javareconf with root.
Here is the output of my javareconf:
Java interpreter : /home/scoremd/jdk1.7.0_03/jre/bin/java
Java version : 1.7.0_03
Java home path : /home/scoremd/jdk1.7.0_03
Java compiler : /home/scoremd/jdk1.7.0_03/bin/javac
Java headers gen.: /home/scoremd/jdk1.7.0_03/bin/javah
Java archive tool: /home/scoremd/jdk1.7.0_03/bin/jar
NOTE: Your JVM has a bogus java.library.path system property!
Trying a heuristic via sun.boot.library.path to find jvm library...
Java library path: $(JAVA_HOME)/jre/lib/amd64:$(JAVA_HOME)/jre/lib/amd64/server
JNI linker flags : -L$(JAVA_HOME)/jre/lib/amd64 -L$(JAVA_HOME)/jre/lib/amd64/server -ljvm
JNI cpp flags : -I$(JAVA_HOME)/include -I$(JAVA_HOME)/include/linux
Seems there is issue with finding the java library path... but my java is working fine and R also.
I didn't receive any solution from RStudio support and community (told me to ask in SO ....).
I have rstudio-server installed on my Centos server. There are a couple of users using rstudio and we decided to upgrade R from 3.6 to 4.0.
After the upgrade :
all users were running R 4.0.
No user could install rJava using install.package('rJava'). This error always popped up
configure: error: Cannot compile a simple JNI program. See config.log for details.
Make sure you have Java Development Kit installed and correctly registered in R.
If in doubt, re-run "R CMD javareconf" as root.
ERROR: configuration failed for package ‘rJava’
Running SUDO R CMD javareconf went smoothly, and also when I opened R as root and went along and tried install.packages('rJava') it installed the package just fine. (unbeknownst to me, root ran R 3.6 and users 4.0, see solution below)
However it did not work installing the package for users in R studio server. Always stating the same "try running sudo R CMD javareconf" as if the Java path for the users was wrong.
so we tried setting the "JAVA_HOME" variable to the same path that java jdk was installed in (found by searching installed packages in yum). That did not solve it.
my solution
I saw that root was running version 3.6 of R while all users ran 4.0. This was because I had installed 4.0 in another directory.. The directory of R 4.0 happens to be found first by the users. However for the root user... it finds the path of R 3.6 first.
So I set the path to the 4.0 folder in the $PATH variable of the root user, so that would find version 4.0 before finding R 3.6
echo $PATH
export PATH="/usr/local/bin:$PATH"
echo $PATH
Then I ran R as that user and ran "R CMD javareconf", installed the packages and all users are happy and working again.
(disclaimer, I'm not a experienced linux admin, there may be a better solution for running different R versions)
It's been some time since I used rJava, and it was on Windows, but I have some notes which may help you:
Make sure that the JRI native library is in a directory listed in java.library.path
(also confirmed using Process Explorer that jri.dll is being loaded)
The R process loads up jvm.dll when you do library(rJava)
Replace jvm.dll iny my notes above with libjvm.so in your case, and jri.dll with whatever .so file is relevant to you.

Ruby is version 1.8.7, I did sudo apt-get install ruby1.8-dev today but I'm not sure if that left things worse, better, or unchanged. Or if this would be easier in ruby1.9.
R is working.
I don't read Japanese but this worked for me on Ubuntu 10.10, ruby 1.9: http://d.hatena.ne.jp/cuspos/20090520/1242825057

You might want to check to see if your PATH variables or dynamic links are set up so that Ruby and friends are "looking" in the right place. Ruby appears to expect RSruby to be in /var/lib/gems/1.8/gems/rsruby-0.5.1.1/ or perhaps /usr/lib/ruby/1.8/rubygems/ or perhaps /var/lib/gems/1.8/gems/rsruby-0.5.1.1/lib/, .... while your configure report says it was installed in /usr/bin/ruby1.8 /home/chris/R/. I don't have a ton of Linux experience, but what I do have tells me that each distro is different with respect to where it expects to find installed executables.
Your attempts with apt-get and gem install suggest that the installer cannot find the R header files. I would start by fixing this problem, not try other ways of installing RSruby. The next question is why it cannot find the R headers, there are two options:
The headers are installed, but they cannot be found. Use locate R.h to find where the R header file is located, and make sure this is in your $PATH.
The headers are not installed (which I suspect is the case). Often installing header files requires a development package to be installed. Try and see if there is an R-dev package or something named similarly which would contain, among others, the R header file. Installing this R-dev can be done using apt-get. The standard version of R in ubuntu 10.04 is not really up-to-date I think. CRAN has ubuntu repositories, where the dev package is called r-base-dev. Adding this repo to your sources.list gets you the latest version of R from CRAN through apt-get.
You have successfully installed rsruby, as shown by the output from your 5th example:
Successfully installed rsruby-0.5.1.1
1 gem installed
The library did not load in irb because using Ruby 1.8.7, you need to "require rubygems" first. Try this in irb:
require 'rubygems'
require 'rsruby'
