I am studying the effects user usage on the power consumption. How do I measure the C-state occupancy in Intel Core 2 Duo processor (Windows 7)? Is there a software which can do this in Windows?

Intel does provide a number of tools and guidelines for power, and power-checker in particular lists "Core based processors" as supported, and C-state occupancy as one of the features.

I am experimenting with the performance of running experiments on H2o Driverless AI instance on GCP. I have attached a K80 GPU to the instance but when I run the experiments selecting "GPU enabled" , it doesn't appear to be utilizing GPUs. Are there any installation steps that are needed so that the H2o software can begin to utilize this GPU?

What are the skills to be learned for software development or software engineering? And what projects can one do ?Are the projects like Library Management System or School management system are all we can do ??
It really depends on what you wanna be specialized.
I strongly recommend "Java", because it´s a object-oriented language and is used in several different type of hardwares.

SSH - Secured shell runs on all Unix-like operating systems, but originally was it a part of standard Unix package?
Nope, it didn't come out until much later (1995) unix was from 1969.

I downloaded FreeRTOS and I want to put it on a microcontroller
(ATMega32) on a PCB (I'll do it on a breadboard 1st) like this. How can I achieve this?

There is an AVR323 demo, which is completely compatible with the AVR32 as it is the AVR32's predecessor.

Is WebDAV a commonly-used, standard protocol?
Yes, it is a standard protocol and it is widely used. Windows, Mac OS X and Linux do support it, SubVersion uses it as one of its primary protocols, and there are countless other examples.
