I'll start my question by reminding what "recycling" is, and for that, I will quote another user (re: Brian Diggs' question about Implementation of standard recycling rules):
One nice feature of R which is related to its inherent vectorized nature is the recycling rule described in An Introduction to R in Section 2.2.
Vectors occurring in the same expression need not all be of the same length. If they are not, the value of the expression is a vector with the same length as the longest vector which occurs in the expression. Shorter vectors in the expression are recycled as often as need be (perhaps fractionally) until they match the length of the longest vector. In particular a constant is simply repeated.
I would agree that recycling is a great feature and it makes life a lot easier. But I know a lot of people who also consider it dangerous, and I see their point: sometimes, it would be nice if R could warn you when, for example, you are trying to add a vector to a matrix, because it is not the most natural thing to do.
My question: is it possible to make R send warnings whenever it recycles?
Currently, R would only warn when longer object length is not a multiple of shorter object length. I'd like something that warns in all cases. I have looked into options but no luck.

Does the documentation or language definition for R remark on the intended usage of R's integers?

A common comment that I see made about R's integer type is that it's only really intended for communication with C code. Do any statement like this appear in any official part of R's documentation? I often catch myself making vectors like integer(10) under the impression that they'll be more efficient for my purposes, only to remember this folklore and reconsider if I should ever be using integers for code that never tries to communicate with C code.
I don't think so. This folklore probably comes from the fact that R is pretty loose about typing and coercion, so it's easy to end up with a floating-point variable by accident.
Integer types certainly save memory:
> object.size(seq(1e8))
400000048 bytes
> object.size(seq(1e8)+0.1)
800000048 bytes
I haven't tried benchmarking to see if R uses faster routines for integer vs floating-point arithmetic, but you could.
I haven't looked carefully through all of R's documentation, but the only slightly relevant comment that turns up in a full-text search for "integer" in the R language definition is:
In most cases,the difference between an integer and a numeric value will be unimportant as R will do the right thing when using the numbers. There are, however, times when we would like to explicitly create an integer value for a constant. We can do this by calling the function as.integer or using various other techniques ...
I did a grep integer *.texi in the doc/manual directory of the R source tree and didn't (in a quick skim) notice anything else that looked relevant.
Following Ben Bolker's advice, I checked the seven R manuals. In addition to Ben's answer, I found the following:
For most purposes the user will not be concerned if the “numbers” in a numeric vector are integers, reals or even complex. Internally calculations are done as double precision real numbers, or double precision complex numbers if the input data are complex.
An Introduction to R Section 2.2
Writing R Extensions gives lots of guidance for making R communicate with C and Fortran, but it doesn't say anything about the integer typing's intent.
The last place to check is the Full Reference Manual. You would have to be mad to do so - the word "integer" occurs over 1000 times. However, a quick look at the index reveals the documentation for the integer class. This gives us the answer is such plain English that I should not be forgiven for having missed it:
Integer vectors exist so that data can be passed to C or Fortran code which expects them, and so that (small) integer data can be represented exactly and compactly.

Why is there no generic operators for Common Lisp?

In CL, we have many operators to check for equality that depend on the data type: =, string-equal, char=, then equal, eql and whatnot, so on for other data types, and the same for comparison operators (edit don't forget to answer about these please :) do we have generic <, > etc ? can we make them work for another object ?)
However the language has mechanisms to make them generic, for example generics (defgeneric, defmethod) as described in Practical Common Lisp. I imagine very well the same == operator that will work on integers, strings and characters, at least !

I see this as a major frustration, and even a wall, for beginners (of which I am), specially we who come from other languages like python where we use one equality operator (==) for every equality check (with the help of objects to make it so on custom types).
I read a blog post (not a monad tutorial, great serie) today pointing this. The guy moved to Clojure, for other reasons too of course, where there is one (or two?) operators.
So why is it so ? Is there any good reasons ? I can't even find a third party library, not even on CL21. edit: cl21 has this sort of generic operators, of course.
On other SO questions I read about performance. First, this won't apply to the little code I'll write so I don't care, and if you think so do you have figures to make your point ?

And also note that EQUAL does work on integers, strings and characters. EQUALP also works for lists, vectors and hash tables an other Common Lisp types but objects… For some definition of work. The note at the end of the EQUALP page has a nice answer to your question:
Object equality is not a concept for which there is a uniquely determined correct algorithm. The appropriateness of an equality predicate can be judged only in the context of the needs of some particular program. Although these functions take any type of argument and their names sound very generic, equal and equalp are not appropriate for every application.

So one can define his own + operator for example.
Yes we have! eq works with all values and it works all the time. It does not depend on the data type at all. It is exactly what you are looking for. It's like the is operator in python. It must be exactly what you were looking for? All the other ones agree with eq when it's t, however they tend to be t for totally different values that have various levels of similarities.

All of these are equalp since they contain the same meaning. equalp is perhaps the sloppiest of equal functions. I don't think 2 and 2.0 are the same, but equalp does. In my mind 2 is 2 while 2.0 is somewhere between 1.95 and 2.04. you see they are not the same.
equal understands me. (equal *c* *d*) is definitely nil and that is good. However it returns t for (equal *a* *c*) as well. Both are arrays of characters and each character are the same value, however the two strings are not the same object. they just happen to look the same.
Notice I'm using string here for every single one of them. We have 4 equal functions that tells you if two values have something in common, but only eq tells you if they are the same.
None of these are type specific. They work on all types, however they are not generics since they were around long before that was added in the language. You could perhaps make 3-4 generic equal functions but would they really be any better than the ones we already have?
Fortunately CL21 introduces (more) generic operators, particularly for sequences it defines length, append, setf, first, rest, subseq, replace, take, drop, fill, take-while, drop-while, last, butlast, find-if, search, remove-if, delete-if, reverse, reduce, sort, split, join, remove-duplicates, every, some, map, sum (and some more). Unfortunately the doc isn't great, it's best to look at the sources. Those should work at least for strings, lists, vectors and define methods of the new abstract-sequence.

How to quantitatively measure how simplified a mathematical expression is

I am looking for a simple method to assign a number to a mathematical expression, say between 0 and 1, that conveys how simplified that expression is (being 1 as fully simplified). For example:
eval('x+1') should return 1.
eval('1+x+1+x+x-5') should returns some value less than 1, because it is far from being simple (i.e., it can be further simplified).
The parameter of eval() could be either a string or an abstract syntax tree (AST).
A simple idea that occurred to me was to count the number of operators (?)
EDIT: Let simplified be equivalent to how close a system is to the solution of a problem. E.g., given an algebra problem (i.e. limit, derivative, integral, etc), it should assign a number to tell how close it is to the solution.
The closest metaphor I can come up with it how a maths professor would look at an incomplete problem and mentally assess it in order to tell how close the student is to the solution. Like in a math exam, were the student didn't finished a problem worth 20 points, but the professor assigns 8 out of 20. Why would he come up with 8/20, and can we program such thing?
I'm going to break a stack-overflow rule and post this as an answer instead of a comment, because not only I'm pretty sure the answer is you can't (at least, not the way you imagine), but also because I believe it can be educational up to a certain degree.
Let's assume that a criteria of simplicity can be established (akin to a normal form). It seems to me that you are very close to trying to solve an analogous to entscheidungsproblem or the halting problem. I doubt that in a complex rule system required for typical algebra, you can find a method that gives a correct and definitive answer to the number of steps of a series of term reductions (ipso facto an arbitrary-length computation) without actually performing it. Such answer would imply knowing in advance if such computation could terminate, and so contradict the fact that automatic theorem proving is, for any sufficiently powerful logic capable of representing arithmetic, an undecidable problem.
In the given example, the teacher is actually either performing that computation mentally (going step by step, applying his own sequence of rules), or gives an estimation based on his experience. But, there's no generic algorithm that guarantees his sequence of steps are the simplest possible, nor that his resulting expression is the simplest one (except for trivial expressions), and hence any quantification of "distance" to a solution is meaningless.
Wouldn't all this be true, your problem would be simple: you know the number of steps, you know how many steps you've taken so far, you divide the latter by the former ;-)
Now, returning to the criteria of simplicity, I also advice you to take a look on Hilbert's 24th problem, that specifically looked for a "Criteria of simplicity, or proof of the greatest simplicity of certain proofs.", and the slightly related proof compression. If you are philosophically inclined to further understand these subjects, I would suggest reading the classic Gödel, Escher, Bach.
Further notes: To understand why, consider a well-known mathematical artefact called the Mandelbrot fractal set. Each pixel color is calculated by determining if the solution to the equation z(n+1) = z(n)^2 + c for any specific c is bounded, that is, "a complex number c is part of the Mandelbrot set if, when starting with z(0) = 0 and applying the iteration repeatedly, the absolute value of z(n) remains bounded however large n gets." Despite the equation being extremely simple (you know, square a number and sum a constant), there's absolutely no way to know if it will remain bounded or not without actually performing an infinite number of iterations or until a cycle is found (disregarding complex heuristics). In this sense, every fractal out there is a rough approximation that typically usages an escape time algorithm as an heuristic to provide an educated guess whether the solution will be bounded or not.

Count negative numbers in list using list comprehension

Working through the first edition of "Introduction to Functional Programming", by Bird & Wadler, which uses a theoretical lazy language with Haskell-ish syntax.
Exercise 3.2.3 asks:
Using a list comprehension, define a function for counting the number
of negative numbers in a list
Now, at this point we're still scratching the surface of lists. I would assume the intention is that only concepts that have been introduced at that point should be used, and the following have not been introduced yet:
A function for computing list length
List indexing
Pattern matching i.e. f (x:xs) = ...
Infinite lists
All the functions and operators that act on lists - with one exception - e.g. ++, head, tail, map, filter, zip, foldr, etc
What tools are available?
A maximum function that returns the maximal element of a numeric list
List comprehensions, with possibly multiple generator expressions and predicates
The notion that the output of the comprehension need not depend on the generator expression, implying the generator expression can be used for controlling the size of the generated list
Finite arithmetic sequence lists i.e. [a..b] or [a, a + step..b]
I'll admit, I'm stumped. Obviously one can extract the negative numbers from the original list fairly easily with a comprehension, but how does one then count them, with no notion of length or indexing?
The availability of the maximum function would suggest the end game is to construct a list whose maximal element is the number of negative numbers, with the final result of the function being the application of maximum to said list.
I'm either missing something blindingly obvious, or a smart trick, with a horrible feeling it may be the former. Tell me SO, how do you solve this?
My old -- and very yellowed copy of the first edition has a note attached to Exercise 3.2.3: "This question needs # (length), which appears only later". The moral of the story is to be more careful when setting exercises. I am currently finishing a third edition, which contains answers to every question.
By the way, did you answer Exercise 1.2.1 which asks for you to write down all the ways that
square (square (3 + 7)) can be reduced to normal form. It turns out that there are 547 ways!
I think you may be assuming too many restrictions - taking the length of the filtered list seems like the blindingly obvious solution to me.
An couple of alternatives but both involve using some other function that you say wasn't introduced:
sum [1 | x <- xs, x < 0]
maximum (0:[index | (index, ()) <- zip [1..] [() | x <- xs, x < 0]])

How can you efficiently check values of large vectors in R?

One thing I want to do all the time in my R code is to test whether certain conditions hold for a vector, such as whether it contains any or all values equal to some specified value. The Rish way to do this is to create a boolean vector and use any or all, for example:
any(is.na(my_big_vector))
all(my_big_vector == my_big_vector[[1]])
...
It seems really inefficient to me to allocate a big vector and fill it with values, just to throw it away (especially if any() or all() call can be short-circuited after testing only a couple of the values. Is there a better way to do this, or should I just hand in my desire to write code that is both efficient and succinct when working in R?
"Cheap, fast, reliable: pick any two" is a dry way of saying that you sometimes need to order your priorities when building or designing systems.
It is rather similar here: the cost of the concise expression is the fact that memory gets allocated behind the scenes. If that really is a problem, then you can always write a (compiled ?) routines to runs (quickly) along the vectors and uses only pair of values at a time.
You can trade off memory usage versus performance versus expressiveness, but is difficult to hit all three at the same time.

I think it is not a good idea -- R is a very high-level language, so what you should do is to follow standards. This way R developers know what to optimize. You should also remember that while R is functional and lazy language, it is even possible that statement like
any(is.na(a))
can be recognized and executed as something like
.Internal(is_any_na,a)
