Any one provide me best IDE for wordpress theme and plugin editing in windows. As I m new to this area, Please provide me suggestion.
Any I am using it in my notebook with 2GB RAM.
i've been using netbeans, and it works great, the bad thing: (it depends of your work maching) needs more resources
For wordpress themes, I would like to suggest, Adobe Photoshop. And for the plugins, just Notepad++ will do.

I recently watched this video - JavaFX for Business Application Developers , and the speaker says there is a visual css editor for javafx. But I couldn't find one. Please tell me if you know about such a tool.

SceneBuilder 1.1 has a visual CSS analyzer tool.
Here are some instructions on using the css analyzer in SceneBuilder.
While SceneBuilder is good for analyzing CSS at design time, in a related way, ScenicView is useful for analyzing and manipulating style application at run time.

I want to enable multilingual support in my wordpress.com blog? Is there any plugin or option for that? I just want user to be able to have automatic translation of my posts.
I suggest you to use Transposh WordPress Translation Plugin. It offers you the possibility to translate automaticly your blog into other languages, but with the option to translate some parts of the blog by yourself if you need to.
I used it on a project, and I'm pretty sure it would fit your needs.
I think wordpress.com doesn't have such an option for now

I need a recommendation on some solid bug reporting/tracking webapp(preferably free and in PHP) that I can host in house to provide customers with a bug reporting/feature request tool. any suggestions?
I've had experience with trac. Bugzilla looks good, anyone had experience with it?
Redmine (open source, written in Ruby).

Try W3 Total Cache. It can compress and minify everything, as well as caching pages and posts.

I'm looking for an AJAX-enabled web client for Jabber. I found some, but they look hard to integrate with ASP.NET.
Some of them were not even tested in IE.
I'm trying to make an Facebook-like chat client, any suggestion is welcomed?
