It is giving me an error :Object reference not set to an instance of an object. when it reaches the SlctdPhones.Length - 1 Line!!

You declare the For loop like this:
For Each item In ...
But then never use the item variable in the body of the loop. Instead, you keep using the same SelectedItem property. You want to change that whole method to look like this:

The examples are in C# but you should be able to figure out what's going on, it's the same base class library after all.
I came across to this code that creates control dynamically. I tried it. However, whenever I run it, Object reference not set to an instance of an object error pops out and points out to a certain line in the code( i put ---> on the line). I'm a newbie in this programming language. I don't know what to do.

A button click initiates a postback, and you only set myControlList to a thing if the request is not a post back, so it's nothing.
If you're wanting to create the list on page load, and then only keep adding to it with subsequent clicks, say, then you'll need to shove myControlList into the Session, or something, after creating it, then on button click retrieve it again, add to it, and re-set it in the Session.
To do this add and getting from the Session stuff, do,

respectively.

The moment you hit the Edit, you go to get the ID of the line that must be update, and you get it from this line

so on the post back, the grid up to the point you try to get the id from the cell, is empty.
Two ways, ether give again the data on post back, and make DataBind right after the update, or get the Index of the Grid View to make the Update, and not take the Cell.

It works just fine, however it is sending two emails instead of one. Can anyone figure out why it's sending a duplicate?
I would venture to guess that you have the button click event bound twice: once through an OnClick attribute in the markup:
<asp:Button OnClick="btnSubmit_Click" runat="server" ... />
and then again through the code-behind via Handles:

Handles btnSubmit.Click
I would remove one of them if that's the case. I would keep the latter so you know that the btnSubmit_Click event is properly wired at compile time.
