I have a personal project I've been working on in my spare time. It's far from complete, but I want feedback on the UI and the functionality that has made it in so far. Where is a good location to get useful feedback without being persecuted for the post being unrelated to the site's purpose?
The project is a website. I'm not posting a link so people don't think this is spam. Will add a link if comments so request.

I would recommend asking for a review of your site on Hacker News. This site was created and maintained by Paul Graham who also founded Y Combinator, a company focused on helping startups in their early stages. As a result, Hacker News is read by a community heavily focused on anything startup-related and, therefore, are very receptive to critiquing and reviewing new sites.
When you submit your review request, you probably should word the title of your post as such:
Ask HN: please review my site [my
site]
and describe a bit of its intent.
(Here is a recent example: Ask HN: Review my newest site)

I think the Business of Software forums are a good place for this.

I would also suggest you to add a feedback form with content highlighting feature to your website.
All the functionality requires a change of only 1 line of HTML.
Content Highlighting feature will allow your users to select exactly what they want to describe or point to against a feedback message.
Rich Feedback Analytics will help you to understand what your users want from your service.

I'm just seeking a place to start learning how to do this, as I haven't found anything yet aside from instructions on how to shorten links in WordPress. My goal is to create a page where visitors enter a link and we return a shortened link with tracking analytics, basically, a custom knock-off Bit.ly. I have done a lot of research but come up empty except for this question: Auto Link shorting via PHP&AJAX (bit.ly), which is unfortunately not quite what I'm looking for. This has to be done in WordPress, and I've read through dozens of WordPress forums with no luck yet. Obviously, a solution would be welcome, but I'm really just trying to find a place to start researching/learning how to do this (especially since I have no useful research yet to offer).

I know there are so many similar questions, but none of them seems to answer what I am looking for. I have used WordPress but like 5 years ago, to create simple themes and websites. Since then I have been working on Web Applications such as React and Angular.
I am looking to bid on one of the city's website projects, but I need to understand what I am getting into. They ask to use a CMS. So my question is what CMS do they use when building big city websites?

Notice the search functionality and I want to section they have. Popular search terms, popular programs/events/etc. Plus, they have categories within categories. I don't think it's feasible in WordPress. Any suggestion is welcome.
A lot of government sites are using WordPress including the the-white-house, so I think that answers the question whether or not you can actually use WordPress for such project. All plafforms have their pros and cons, and for a project such as a government site, WordPress should be a completely viable solution.

Regarding the search, there are a lot of free and paid search plugins that improves the default search functionality in WP, such as the Search and Filter and SearcWP plugin, but you could also rely on third party libraries and do your own implementations if there are no plugins that suits your taste.

I haven't found a single good discussion system that combines the power of a forum with the dynamism and convenience of a threaded, on the fly comment system like Disqus/Slashdot/Reddit.
I am wanting to create a discussion system using Disqus in wordpress that works as a traditional forum on the front end, where users can create new categories and subcategories, which are in turn ordered according to the last replies, in descending order. Currently I'm trying and comparing Disqus with bbPress + Threaded comments.
I did find a previous discussion on stackoverflow, which gave a link to the API for disqus forums.
But I can't seem to find a simple example of a website using it. I really would like to see it in use before I start integrating it into my site! Does anyone know of an example?
Furthermore, will the forum API do what I would like to do, mentioned above? It looks like listThreads might come close, but it's not clear what the difference is between a "post" and a "thread". Also, while there is a create option for forums and a listCategories option, it is not clear how one would create categories and subcategories in the first place. Again, it would all be clear if I had an example to see.
Channels is a python example of how a mini-forum would be coded if powered by Disqus.

I suggest you to use bbPress forum plugin for wordpress with bbPress Threaded Replies plugin.

Could someone share list of active and popular open source Rich Internet Applications or desktop application (not library or framework) that are built by Adobe AIR/Flex? The popularity and quality I am looking for are something like Azureus/Vuze (Java), XBMC etc. Can't find good example from http://www.riaforge.org.

Not sure what you are looking for exactly, but you might want to check out Tour de Flex which has a bunch of great quick examples http://www.adobe.com/devnet/flex/tourdeflex.html that offer a great primer. I also always find myself visiting http://blog.flexexamples.com/ , which offers a large variety of source. Outside of that site, flash/flex has a bunch of other flex evangelist that also have some pretty comprehensive sites.

Starting with Elgg is quite easy, there are quite excelent tutorials on the network, you should always start with it Main Documentation Page if you are looking for answers register on their forums or better yet be part of their mailing developer group.

There is some documentation at http://docs.elgg.org/ and the code reference at http://reference.elgg.org/ but the best way to learn is usually digging into the source code for Elgg itself, or for some of the better plugins out there.
