new here, don't know if I'm doing this right but thought I may ask here. I tell you about the project real quick.
I'm developing a WordPress and Woocomerce website where the product is to request several electricity contracts (some paid, others not) where the clients need to upload a number of documents for us to do said contract. We, the site admins, need to download the client's documents and, once they are greenlight, ready, confirmed, we will upload them back again for the user/client to download. Also, we need this documents to be accesible to the client via their My Account page.
I have struggled so much to find a plugin that does this. I've found tons of file management plugins but those show the root folder of the server and we don't that. Don't know if you guys can recommend me a plugin that does something like this. Maybe one that uses s shortcode? Any help is very much welcome!

I´m currently developing the Intranet for the company I am working for. The site is currently based on SharePoint, but I have to migrate it to Wordpress. And that´s my first developer experience with Wordpress, you just should know. Creating the theme, content and working with the WP Admin area works very well, but where I´m feeling defenseless is the permissions topic.
Generally, the whole page content is managed by the Marketing department. So, for me it is ok that they have access to WP Admin and I would use one of the predefined roles available.
But there will be also an area for the departments where specified users per department should be able to
edit the pre created page content
add subpages and edit its content (it would be nice if it can be defined which page templates can be selected by the user)
add posts for a pre created category (that should not be changeable by the user)
edit its profile and password
A whole access to WP Admin should be therefore prevented.
I read much information about roles, capabilities and reviewed forums and blogs presenting potential plugins. But to be honest, I´ve lost the overview and I´m totally scared about what´s the right way to do such like this the professional way.
Is there anybody who was already in such a situation or knows a good resource where to read more?

PressPermit is the tool I choosed. It covers all needs described in my question.
Note: To use all features, you need to buy a support subscription currently available for $55 a year for one site.
However, a very powerful tool and in comparison to Advanced Access Manager I tried before, it really supports permissions also for multiple roles.
If you are thinking about, use the screencasts to see if the tool cover your needs. Unfortunately, there is no trial available, but you can request an evolution wordpress installation which was setup within one day in my case. This service costs $5.

I want to write a script that will pull data from website B (external site, not owned by myself) and display that data on website A (site owned by myself).
Now, I know how to do this programmatically and so my question is more about the legalities of the approach.
For example, Twitter provides API access so that you can embed tweets or a twitter feed into your page. The sites that I would like to pull data from may or may not have such APIs and so I would have to write a scraper.
Am I allowed to scrape information from websites and display it on my own site? I will of course make it absolutely clear where the information has come from; I do not intend to use any information and claim that is is my own.
I think this is generally frowned upon, as you are basically doing the same as copying a CD putting your own label on it and selling it to others (i.e. taking someone else's stuff and pretending it's your own). I suppose it depends on the licence of the web site you are scraping. If the web site provides an API (like Twitter), then they probably allow copying.
I am new to word press. I would like to create a website that would have registered users with log in, able to accept online payments, able to upload documents by users and by administrator into a secure location unique for each user and protected by log in . I also would like to add 2nd language option where the website would change from one language to another language at a click of a button.
I need help with the choice of hosting service and theme and plugins to accomplish this task.

For the language thing, your theme must have a new language (e.g spanish) .mo and .po file or you can use Google Translator plugin in sidebar.
The requirements you have said, generally you need to made a custom theme for it.

Well, with entirely file-based CMS you can easily put the whole directory into version control system to record any changes to the site. The synchronization with the server would be also trivial because it would only involve uploading the files via ftp.
With these benefits in mind, I am a little puzzled about the popularity of databases as the only storage mode, even when the CMS in question is meant to be used by amateurs for small websites.
How does your versioning and synchronization workflow looks like?
What kind of simplified versioning/synchronization workflow would you suggest for a casual, non-tech, WordPress user, to give them the benefit of working locally and encouraging them to have a backup of their site?
Most CMS systems nowadays tend to have some or other backup solution in place to help you. Since Wordpress is a CMS for the masses and also caters for the non-tech population, you're sure to find a plugin that can help you with this. I know it's built-in backup solution just backups posts etc. to XML, but even this does a pretty decent job of restoring over a clean wordpress installation and working fine.
But I found this plugin (which works for Wordpress and Joomla) by asking Google, which most probably is the answer to your question: XCloner
Also in terms of workflow, specifically for Wordpress, don't give the user Admin privileges, but editor or contributor or something, so they can still edit content, etc. but not make changes that could mess up the CMS itself. And maybe this XCloner plugin can do some kind of recurring backup or something. Otherwise, I suggest you move to a LAMP stack hosting environment where you can at least have cron jobs setup to backup your databse and files regularly. Most hosing companies do this in any case at no cost.
Wordpress also keeps revisions of all posts and pages, so if a user doesn't like an update they've made, the full revision history is available. Be sure to check screen options at the top to see that Revisions is checked, if you aren't seeing this option. Kind of a nice built-in.
Can also (depending on host) have scheduled database/file backups through cPanel, in addition to scheduled database backup plugins through WordPress. Some will save remotely or even email the database out.
I'm looking into building database driven websites based on opensource platforms in a sandbox area rather than having them accessible via the final URL until clients have paid up.
Is anyone aware of any problems this may cause with paths or functionality, or, know of any good articles on the subject?

There is no bad effect on functionality just because it is in sandbox. Generally, Joomla is almost location independent (untill and unless you are driving multiple websites from same joomla installation)
For security purpose secure the URL via .htaccess file (if more security required then setup a cron to update password every X hours, and email new details to user)
I would suggest having a cut-down, less privileged or demo account for signup users that can still enjoy the overall experience of your site without the full functionality of your killer-webapp services. "Restricting" them in a Sandbox area that is not even the actual site would not be as appealing and convincing as it could be for them to go from "freemium to premium" customers.
I develop all joomla sites on a local server and then upload to the production server once approved. In Joomla, when I upload the files to the production server, I usually need to change the mysql server as well and it can all be changed from the configuration.php file
