I am looking for optimal way to build a website for someone who owns his domain already, as well as his hosting, and wants to keep control of both.
I would most likely be setting up his website with Wordpress. Looking for tips from experienced web developers.

Step 1: don't use Wordpress.
Step 2: hire a developer.
Step 3: be fair to the developer.
Step 4: relax, the developer has your back
at wordpress.com , they host your website.
But if you go to wordpress.org -> Download wordpress cms files -> Upload and install it on your own cpanel hosting, then you will have full control over your wordpress installation.
Now if your client/friend has his own domain and hosting. You can just install wordpress in their hosting.
If he got cpanel, It may have very easy 1 click installation tools to install wordpress. look for it.

I am looking to move my localhost site (WAMP) into my Wordpress account. I have read several articles on how to do it, but with no luck. They all seem to require a web server... Can someone recommend a free one? With instructions on how to upload it online? Thank you!!
finally found a method after much googling...
i ended up choosing x10hosting for web hosting, and i followed this tutorial to install wp plugin and upload files:

you'll find all your pages, menus, etc missing/incorrect.
so you'll also need to go log onto your localhost wp and export the xml files by:
tools --> export.
then import that file onto x10hosting via wordpress dashboard.
any plugins installed locally will need to be installed again.

I created a wordpress site and added contact form 7, as well as some advanced custom field plugins. I uploaded it to the server. Then the plugins will show active on the Installed plugin tab. But the contact menu does not show in the menu.
Add new plugin will show the following message.

I had the same problem in the past month (WP4.1 if I remember well). After I have disabled any other plugin I solved downloading contact form 7 from official site https://wordpress.org/plugins/contact-form-7/
I deleted the old directory from ftp and after that I uploaded the new one, enabled the plugin and everything worked well.
