The devs said Bootstrap 3 would come bundled with an optional theme to make it look like Bootstrap 2.
The problem is they seem to have forgotten to put the hover effects on the buttons. Is there a way to put that back?

The easiest way would be to create your own custom class, say, .btn-custom, and then apply your preferred styling, including hover effect. This answer shows you how to create your own button styles in Boostrap 3.

I use bootstrap dashboard (https://getbootstrap.com/docs/4.1/examples/dashboard) as a base for my project.
I have added form in the sidebar but 'bootstrap' styling is lost as you can see in picture below.
I have tried different approach like crispy-form (what I currently use), django-widget-peaks, but result is not really good I think, maybe because part of CSS is override?
For example, text in the "Select" is partially visible...

Does someone have that styles in CSS to be included withtout using bootstrap?

This is not how Boodstrap works, you can use styling to make it look like a boodstrap button.
I had this working before, and then I upgraded a bunch of packages and rearranged some css, and now all of my ng-bootstrap component styles are ruined.

As you can see, the NgModal is being added to the DOM but it is essentially invisible unless unless I manually add "opacity: 1" to my <ngb-modal-window></ngb-modal-window> . Also the background/backdrop isn't darkened like it should be. Also the modal isn't vertically centered - half of it is floating off the top of the screen. Lastly, the datepicker styles are trashed also. I don't know what went wrong with the css styles, but I removed all possible global styles and this still occurs, so I'm at a loss for words. Any ideas on what styles might be causing this?

Long story short, I guess bootstrap#4.0.0-alpha.5 is no longer supported.
My problem is with elements such as dropdowns.
the javascript is responsible for placing the dropdown, and Im looking for a way to let it know I want it to unfold left-to-right.
Same goes for the "after" pseudo-element, of that little arrow on the button.

You should follow this guide until step 3.
In case that site ever goes down essentially what you are going to need to investigate is using the :hover selector to show and hide various parts of the menu at any given time.
