Problem solved by removing Tomcat files from my lib and classpath, since Tomcat already includes them. Thanks to DwB for the advice.
I believe this is a library issue. I found this posting that might provide a means to determine where the offending class is loading from.

I am new to springboot ,was trying to connect a controller to the webpage using tomcat 9.0.53. Make Sure you check your tomcat logs it generally gives the idea about the problem,by the looks of it now Change the name from 'Dispatcher_Servlet.xml' to 'dispatcher-servlet.xml' also check dispatcher-servlet.xml is placed in WEB-INF Folder After that
If your using maven then :

Attempting to create a Spring MVC hello world web app. It is currently returning HTTP Status 404. 404 means it can't find the file, but I'm not sure why. I believe I've solved the problem. I am running under Tomcat 7, but I think I had jars for Tomcat 6. I have replaced them in my lib folder, and that error message has gone away.
So today I've been working my way through trying to get request annotations to work properly. I have a class called HelloWorldController that contains the following code:
