Responsive disign is not working with W3 Total Cache - wordpress

I'm using Swift theme and its a responsive theme. But my problem is whenever I activate W3Total Cache the theme size is not changing according to browser size. What may be the problem? Can anyone help me to rectify this issue.

Could you clarify how you've set up your W3C? If I had to guess, I'd say it has something to do with the minification and combining options. I'd suggest you disable those completely and check if it works.

Why does Wordpress creates image thumbnails bigger (in file size) than the original?

I've been looking around a correct answer for this question, but I couldn't find one.
Here is an example of three (3) images / files that I uploaded to Wordpress. As you can see, some of the thumbnails are smaller in dimensions, but larger in file size. I read that maybe it has something to do with the bit depth of the image. But anyway, it does not make sense to me. Wouldn't be more logical that Wordpress verify the size, make a copy of the original and rename it before creating bigger/scaled versions of it?
I tried this with and without plugins/themes installed. The only difference is that having them activated wordpress would create more thumbnails, but the issue exists in both ways. And using plugins to prevent image sizes won't solve the problem either. It seems its a core Wordpress problem, that it must be solved.
Does anyone have a solution, snippet, workaround, plugin, or advice for this?
Thank you!!!

No access to the WordPress appearance panel

I am struggling with one thing I am not so into and any extra help could help.
I just received the WordPress website from the design company. The agreement was to make it editable, change more than just a content by the time. After the end of cooperation, I started to edit some parts of the website but there is no such an option as Appearance in my Wordpress option panel. I asked the developer how can I change basic CSS of some elements on the website but he argued that it is restricted to change any HTML or CSS because it might cause some errors in the code after rewriting it. I get it, but there should be another way to get to the files, how else I could style the new elements? Is there a no way to add Appearance option to the panel? I am not the expert, it just seems too unrealistic for me to say: it is restricted because of this and that and there is no way to add it. Any experience with that, please? Do we have to find Wordpress developer to go through it, or it is just the fact that I can not edit it anymore?
Thank you for any comment!

Miroslava
You can easily edit any wordpress appearance by edit the theme, take a look into wp-content/themes, there should be the files of the theme usually php and css files

From my work experience you dont need to do some special thing rather depend on certain plugins to help you out. Have a look at this post which talks about the fast Wordpress site and plugins that will help you achieve the same.

Wordpress plugin: How to depend on other plugins?

I am writing a simple plugin for wordpress (actually a widget, packaged as a plugin, because reasons). I am using bootstrap to style the widget, because reasons. Now, the problem is that should I include bootstrap along the plugin or depend on another plugin (for example https://wordpress.org/plugins/wordpress-bootstrap-css/). The first is easy, but not too nice way to do it. The second I actually have no idea going about. I have found some plugins (such as Plugin-Dependecies) that could be used for it, but I'd like to do it without the meta-plugin.
Is there a way for a plugin to depend on another plugin out-of-the-box? If yes, how should I do it?
Or if there is a better way to do the styling, what would that be?
Thanks in advance.
Look at this WordPress Plugin Dependencies. It may help you.

WordPress Thesis + Livefyre Not in Framework

I am running WordPress' Thesis. I have installed the LiveFyre plugin. If you see my site, the comments form is not within the framework. I have tried CSS and div classes but can't seem to get the LiveFyre form to show up underneath the blog content.
Does anyone have any suggestions here? There is no widget for LiveFyre, which makes it even more interesting.

So easy I can't believe I overlooked it.
