What exactly is the difference watching and monitoring a project on the SourceForge Tracker UI?
The tool tips aren't really helpful.
Hold your mouse over the "Monitor" button and it says "Monitor this project". Hold it over "Watch" and it says nothing.
The "monitoring" and "watching" features are described on the SourceForge Wiki:

Monitoring
Monitoring gives you email alerts when things happen to a project (changes to Tracker bugs, posts in forums, etc.), whereas Watching customizes your SourceForge web page to show you projects/people you're interested in following.
If you're getting too much email, you can go to your "Account" page on SourceForge, and click "Monitoring" or "Watching", and see/adjust your settings from there.
An alternative to these features is to use RSS -- for example, on a project's File Downloads page, there are RSS links for each directory, so you can see in your RSS reader when new files show up for a project.

I'm currently developing a Chrome extension to use with LinkedIn Sales, and I'm having issues while testing the front end.
Due to some style changes, I had to refresh the page multiple times and now my account is temporarily banned because they confused me with an automated tool.
Does anyone know a workaround for this? Or, alternatively, can I create some type of developer account to use?

This is really a suspicious action.
So isn't your "Chrome extension" also an automated tool?
Either get some API access (you find available APIs here https://developer.linkedin.com/product-catalog)
or if you just do some visual brush-up for users, you could try to make an offline copy of the page once (with a tool like HTTrack) and then use that copy for development.
For the Sales API it says

I developed a Google Form add-on and tried to publish it in the G Suite Marketplace as private (only for my G Suite domain) by following this guide.
I did this more than 2 days ago and the add-on is still not visible in the G Suite Marketplace, but the guide says:
If you selected Private visibility for the add-on, the add-on should become available for use after a few minutes.
So I think there is some issue here.
Earlier in October, the guide was different as the publication in Chrome web store was also required. The new guide has no more steps to publish to this Chrome Web Store so I did not do this.
Here are some ideas of the root cause of my issue (the fact that it's not visible in G Suite Marketplace):
Chrome web store is still required (but the guide says it's no more required). I have some doubt as this guide has been changed a couple of weeks ago.
In G Suite Marketplace SDK, the "publish" tab is may be also required? But the guide explains only the "Configuration" tab. Is this "publish" tab now required?

My guess is that the root cause is number 2. I guess the "publish" tab is required but the guide does not require this

When I was typing this issue here, the user guide was updated. Now I see that it's again required to publish the app to the Chrome Web Store, this has just been added : "Step 5: Configure the Chrome Web Store listing and publish".
It seems the user guide has been updated again, there is no more step 5.
I manage to get my private add-on available as a domain app after "forcing" the configuration page to save new settings. Here is how.
After the migration, the configuration page was set up but the publish page only show this message
Please setup 'Configuration' tab before publishing.
But on the configuration page, the save button was disabled as all the fields have been imported from CWS.
To enable the save button, I only had to change the privacy policy URL with a new one and save.
After that, the publish page showed the classic settings and I was able to publish the add-on. It appears on the GSuite Marketplace Domain App a few minutes after that.

Although I followed the below guide on my app (up to 7th step because I'm not interested in personal contents or on-device indexing):

And followed steps included in Google guide to create deep link in app (except for reading data from coming intent section) as below link:

I also verified the intent code in the manifest using adb command and got it successfully executed for specified url data (scheme, host, and pathPrefix) with added android:autoVerify="true".
The only thing I couldn't accomplish is to declare the "Digital Asset Links" file by uploading it to my website on Weebly, because I couldn't find a way through my search to do so.
Now, after I added the android app into my webmaster as a property and verified the ownership of my website on Weebly then associated the website to the app in the webmaster, I got the following message in the "Crawl status":
"We did not find any pages to index in your app
Your app pages must be found and indexed before Google can start showing them in search results. You can tell Google which pages to index in a sitemap or in web page markup, or if your website and app have identical page organization, Google can infer your app pages from their corresponding web pages."
I'm really stuck here, and don't know what else to do to index my app contents keywords into Google Play for users to find my app when they search these keywords.
Is there any steps I missed in order to have my app indexed? or is there any other method to make my app on Google Play found when searching for specific keywords (that's all what I want, and I created the website specially for this task)?

App Indexing is for finding app pages in Google search, not in Google Play.
Unfortunately, you do need to associate the Digital Asset file, but this is just a text file in a known location: you can see the details in https://developer.android.com/training/app-links/verify-site-associations
In my endeavour to gain use of the Youtube API I am required to follow the procedure defined here.
In this link there exists a Prerequisites section that states:
Register your application with Google so that it can submit API
requests.
This takes me here which is a page Titled: "Registering your Application". This page contains instructions stating:
To register a new application, do the following:
Enter the Google Cloud Console https: //cloud.google.com/console [hit my link limit LOL]
Select a project, or create a new one.
In the sidebar on the left, select APIs & auth. In the list of APIs, make sure the status is ON for the YouTube Data API v3.
In the sidebar on the left, select Registered apps.
I have done all of the above. I have also clicked on the project taking me to another page. I am however, unable to register the application.
My question to you is "Where do I find the "Registered apps" because it's not in the sidebar on the left.
Google even provide a video on the instructional page stepping you through it. Unfortunately the video appears to be for an older site.

Instead of Registered Apps, in new version you'll go Credentials under API's and Auth and create your keys there.
I tried everything to help you out but i couldn't find "Registered Apps" too. Have you ever tried "Credentials" ? I think it works for the same way.

I have a requirement for an admin user to set up an export directory on the web server, or relative to the web server using a UNC. Is there anything already out there that I can use for this, or must I recurs a limited directories and populate a home-rolled directory browser on the client?

Every solution to this problem I have seen is a home-rolled implementation of directory browsing.
When attaching a database on a SQL server, Microsoft uses a "custom" treeview to show drives/folders/files available to be attached.
Also, on DotNetNuke (an Open Source ASP.NET Content Management System) they have a home-rolled implementation as well for uploading files to Portal Folders...
