Is it possible to have tours planned in such a way that the tour can span more days?
For example I have meeting already planned in a given place two days from now.
I want to submit a request that takes into consideration this visit that will happen in two days, so to propose to reach a nearby place on that date, instead of today.
Is it possible to have this behviour with here APIs?

I work for a non-profit that needs to see how our fundraising efforts are going in 'real-time'.
We look at results in blocks of about a half hour - so we need to report on how we finished the last 24 hours or so and also where we're at in the current half-hour. We're accomplishing this through google analytics, as we have multiple fundraising streams all pointing to a common GA account.
I have tried using datastudio to report against the GA API, but that connector does not seem to refresh at a reliable rate - someitmes it'll pull fresh data within a minute, sometimes it can take twenty minutes to report on recent transactions. I believe the 'real-time' API could be used to get fresher GA data, but as far as I can tell, that will only report 'live' data, and not prior/historical data (say from four hours ago). Does anyone know what API I could use if any to pull all data historical through current datetime?
I apologize if this request is vague, but I'm just looking for a conceptual approach at this point to get the freshest data - preferably in one fell swoop (API call). There is more complexity post-data intake (I have to then compare it to goals we've set for each half-hour, amongst other nuances to the transacitons themselves), so i wanted to start with this fundamental piece/question.

Given the context provided, I believe that the API solution would not be feasible. Among other reasons:
The real time API only offers a limited amount of dimensions and metrics. For example, e-commerce data is not available.

The Standard intraday processing SLA for the Core Reporting API is < 24 hours for standard properties. The processing occurs on a best effort basis. Meaning that an hourly availability can occur from time to time but can not be guaranteed.

As an alternative approach to the API solution, you could consider the use of an App + Web property which would allow you to stream event data in real time to BigQuery. However, this solution has some cost implications and would introduce you to a new tracking paradigm.

Can I save the place ID from Here Places API, for an indefinite period of time? I tried searching the policy, but coudn't able to find the solution. We will appreciate your help.
Places data is subjected to change whenever any details of the place is modified(like website, location, phone number etc.) So there is no fool-proof way to rely on the old api output for an indefinite period of time.
I have searched the questions here and gone through a fair amount of the API. I have not found reference to requesting historic route data. My questions is this; Does the Here api support historical route data. An example request would be that I seek the mileage from point a to point b 365 days ago, when perhaps a key route obstruction existed such as a bridge was out or a road was closed for construction that resulted in more miles during that historic period.

Yes, you can. You need to request a Time Aware Route like below. You can read more about it in the developer site.

Will the map used for the query depend on the departure date ?
No, Here API always uses the current version of the map available unless you specify explicitly the map version. But you can specify only till previous two releases.
So for your question, you wont be able to get the map data for a past year even using map version. But what you can do, is explicitly avoid the bridge or road newly constructed so that the api doesn't suggest that route. You can do this through Custom Route Extension API like below example.

I made a app and I use goole maps API. I would like know, you know when you make a request for place, API return 5 last reviews and reviews.rating, and rating, for how many reviews this rating is calculate ? How I can have this information do you know?
I calculated for 5 last reviews and rating, the average does not correspond in 5 reviews.rating. Thus how to know this average is calculated on how much reviews? Thanks

it is possible now to get total number of reviews using Place Details Place APIs call: https://developers.google.com/places/web-service/details#fields
as of Jan 2019, it returns user_ratings_total field: https://developers.google.com/maps/documentation/javascript/releases#335
which contains the total number of reviews.

You can just swap the business name; I created it local to the US though by the looks of your images it seems you're looking to do it for CA; user_ratings_total was indeed removed from places but the GMB API still has access to this data, I just kind of tweaked it a little bit.
Here's a tip on how you can get the data, if you create a custom RSS feed with the URLs for the places and (not sure what language your using) you can parse through the URLs and get the metadata out; or if you use Google CSE (Custom Search Engine) the PageMap for the schemas 'review', 'aggregatedreviews' will be easy to parse through as well. These are just clevar workarounds; it sucks they omit this data from the natural official API it was very useful.
I build application which pull sales data from Amazon and push it to Google Analytics.
I'm "hitting" transaction to Analytics and it's all works fine, the problem is that in Amazon the sales data updated after 48 hours (maximum) so I need to pull the report two days later.
Does anyone know if there's a way to send the date of the transaction? Can't find it in the Measurement Protocol API.

Not really. You have the queue time parameter (offset between current time and time the data was tracked), but as it says in the documentation:
Values greater than four hours may lead to hits not being processed.
"May" indicates that this is not a completely fixed limit but I'm pretty sure that 48 hours are not covered (Philipp Walton, a Google engineer who frequents SO once mentioned that the queue time limit is somehow related to timezones and rollover between days, so I'd guess that two days are way to long).
Apart from that there is as of yet no way to set a date for a hit.
You can try posting a Custom Dimension for each event you send, where the dimension is formatted to the date-time:-
e.g.
&t=event&cd1=20170423081321&cm1=24 etc
Only problem is: when you generate a GA custom report, the values are accumulated per day. If anyone knows how to get round that, would love to hear it!
