I refreshed the Chrome browser multiple times to no avail, but found that the styles showed up correctly in Incognito mode. Why?
This is most likely due to Chrome's caching of your files. Due to caching, you're seeing an old version of your styles. In incognito mode, this is not a problem because Chrome uses a fresh cache when you start a session and removes that cache when you end the session. You can solve your problem by clearing your cache.
In general, it's a good idea to test your application in incognito mode because it gives you a good idea what someone sees when they first visit a site, and it allows you to experience your application in a clean environment without any extensions or cache.
Your internet browser stores "cached" versions of your website to improve load speed. Normally this isn't a problem, but it'll often interfere with showing the new styles whenever you're doing web development.
Try clearing your cache. There are some useful Chrome browser plugins you can use for this, or you can do it in the Chrome settings.

In my webpage, I have a download button will write excel to response and it work previously. But I got a problem today that browser on client (tested IE and Chrome) cannot download exported excel from ASP.net webforms suddenly without changing code and software install.
When I test in Chrome, console show that Resource interpreted as Document but transferred with MIME type application/vnd.openxmlformats-officedocument.spreadsheetml.sheet.
I used the notepad to open the downloaded excel and the content become the my web html page.
I tried to login server and use the browser in server, the file can be download normally with correct content.
I have tried to copy the web folder to another server and iis setup, it show same behavior that the downloaded excel become html content of my page on client browser but work in server browser.
May I have any idea how to troubleshoot on this case please?

Are you facing this issue on a domain/managed network? If yes, are you the administrator of the network? If that's not the case, please give these suggestions a try:
If you’re using an antivirus or firewall software, make sure Chrome
is trusted or allowed by these programs. You can also try
temporarily disabling your antivirus or firewall to see if this
resolves the issue.
Just to make sure we eliminate malware from the
scenario, please follow the steps from this help article.
Try resetting the Chrome browser to see if that helps.
Also, creating a new user profile on your Chrome can be helpful.
If the issue persists, download and run Chrome Canary. It is the
cutting edge developer version of Chrome that can be installed
alongside Stable Chrome. It's possible the problem won't exist on a
future version.

I am making a website using PHP. While completing it I tested it on Firefox only. Today when I tried to test it on other browsers (Opera, Chrome & Internet Explorer) I found some problems in my CSS. When I made changes to my CSS file, none of these browsers except Firefox is showing changes made in the CSS file.

So far what I have tried after Googling for a long time is
Cleared Cache memory of browser
Put "?v='+1 everytime'" at end of style.css
Refresh the webpage using 'ctrl+f5', 'ctrl+r' etc.

This is intended behaviour by most browsers. Whenever you try to load a page, if any resources are already present in browsers' cache, they will be loaded from there.
You have two options:
disable browser cache for your preferred browser (some browsers allow you to disable cache for specific domains)
make your HTML always refresh the resource, by appending a non-repeating parameter to the requested resource file name. I personally use: ?v=1482939287 (where 1482939287 is the timestamp). This will make the browser always refresh the resource, as it will ask for a version that's not existing in browser cache.
Example: <link rel="stylesheet" type="text/css" href="/css/style.css?v=1482939287">
Update: You can flush the cache for a webpage by opening Dev Console (Ctrl+Shift +I), right-click-ing on refresh page arrow (while Dev Console is open) and selecting Empty Cache and Hard Reload. That is emptying the cache.
You can also disable it, as suggested above, by opening Dev Console, going to Network tab and checking "Disable Cache" checkbox right under it. Please note that cache is only disabled while your developer console is open.
There are several solutions for this. I will list you some of my options below.
Unique identifiers to files though parameters
Adding a parameter behind the file as a kind of a version number may help.
In php you can use time() to get the current timestamp or unique() to get a unique string.
Cache settings server side
You can also find some .htaccess settings for caching specific file types on the server side. For performance reasons you should do this for production, too.
Browser Dev Tools
Another way is to open your Browser Dev Tools (mostly F12) while developing. Most browsers like Chrome and FF provides a cacheless enviroment when your Browser Dev Tools are open. As a example in chrome you can disable caching explicit.
My suggestion
Or even better use Task Runner to accomplish this. The keyword to search for is 'cache bust'. As example you can run gulp for concat, versioning, and let it connect the right css files you want to. This is specially suggested for development phase.

I changed the fonts on my blog a few days, but the changes still haven't appeared in my Google Chrome Browser. I do see the changes on all other of my devices including the Google Chrome browser on my other computer. This is what it's supposed to look like.
But this is what it looks like in the browser I changed the fonts with.
However it doesn't look like this in any other browser or another device. What could be wrong? My website is www.dianametdanny.com if you want to check for yourself.
Most probably the fonts are cached. Try looking at your website in a "private navigation" window, it should be fine. You might or might not want to clear your cache after that (if it works correctly on private navigation, it will work correctly after you clear your cache).
Also note that your browser may not support that font, and this might also be a reason why your font don't look the same.

Many informations (such as font, passwords, images...) are stored in your computer memory to lower loading time everytime you try to load that same page. That is what the cache is. Basically everytime you load the page, your browser will try to see if you have things in your computer memory before loading them from the web. In this case, you may have the font saved in your computer memory.
By the way i believe there is a developer mode in wordpress (i don't have one right now to check). If you have no visitors yet, you might want to enable that dev mode so that nothing will be stored in cache and it will be easier for you to edit it.
Ok, this might be more of a networking question than programming but I'm not really sure what is going on here:
I'm having intermittent problems with my site where I am only partially downloading javascript documents. By intermittent, I mean that on the same browser (Safari in this case) I can view that javascript file in my browser and refresh the page and still only see the file partially downloaded, but another browser (Chrome) I see the file correctly downloaded. Clearing the browser cache has no effect either.
The odd thing is that it appears to be location specific, as when I check the site from home, still using Safari, I have zero issues. The problem also seems to be machine independent, as I also occasionally get the same javascript errors on my iPad (when at work on the same network).
I'm 100% sure it isn't a syntax error or anything with the javascript, as the file that fails most often is a minified copy of jQuery (downloaded from their site, though hosted on my site's server)
I have tried turning off mod_deflate on the idea that it might be compression that was causing the issue, but this had no effect.
I have spoken to the network admins at both my end, and the hosting server end and they claim that it isn't anything wrong with their network, though they are possibly just deflecting a complex issue.
Any ideas on how I can narrow down the issue?
I'm trying to fix a browser history issue. A customer of ours has a ASP.Net intranet page running for a while now. A colleague made it. Recently they asked to fix the "Back button" we made on their page (the application).
It looks at the sitemap and when clicked loads the parent page. However, in some situations I have to use "javascript:history.go(-1)". All worked fine on our test systems but when we deployed it on their test server it started to malfunctioned. We noticed that their production environment has the same problem.
Apparently all their machines (running IE) can only go back one page in the browser history. This is not intentional. We had one of their IT staff trying some other browsers and OS's. Apparently the problem (so far) only occurs when using IE. All other browsers they tested were fine. On my development system this problem doesn't occur. Also when I let someone else look at the site the problem doesn't occur either.
I have checked what their browser history length is set to and its 20 days. I tried searching here on stackoverflow but the only relevant answers concerning browser history didn't help.
How to clear browsers (IE, Firefox, Opera, Chrome) history using JavaScript or Java except from browser itself?
Also pushing the back button (the one in IE), it only works for just one page back. There is no way we can navigate more than one page back.
How can I fix this?

This looks very much like a local configuration problem within your customer site and therefore unlikely to be seen elsewhere, as you've proved yourself. What you need to discover is how this could be restricted and SO isn't the place for that. You might want to try posting on SuperUser for further assistance.
