We are looking for a free tool that we can use for PL/SQL static code analysis. The only tool we could find was Toad for Oracle but it's a commercial tool. Before we invest on it, wanted to check for any alternatives that are free.

Toad for Oracle DOES have a free trial edition, if you want to try out before you purchase. But you need to get the Professional Edition for you to get CodeXpert which is the PL/SQL scanner. It was pretty decent and well integrated with Toad IDE.
If you are looking for a completely free edition you can try out SonarCube. But not sure if that uses CodeExpert underneath.
There's another free tool called Manduka which is also a Pl/SQL scanner but not yet integrated with any IDE.

I think you can check out SonarQube which has support for PL/SQL. But not sure whether the PL/SQL plugin for Sonar is free.

I'm trying to determine if AppDyanmics support Opentracing. I've looked in the app dynamics site and stack overflow but can't find a clear answer.

From my current knowledge: no, AppDynamics doesn't support OpenTracing yet.
Usually, APM vendors have their own OpenTracing tracers build off the official specification and then get them listed at http://opentracing.io. But as of this writing there is no mention of any AppDynamics Tracers at https://opentracing.io/docs/supported-tracers/ nor https://github.com/opentracing-contrib/meta.
Full disclosure: I work for Instana, a competitor that does support OpenTracing.
No AppD doesn't support OpenTracing at this time. The question is why do you want this functionality when you can already extract custom data from transactions dynamically with most AppDynamics agents? Do you really want to hardcode your APM tool into your software application?
AppDynamics is building a unique way to support OpenTracing, which is currently in testing, but the approach is not by hardcoding libraries into the code. If you'd like to learn more please reach out to support, or you can contact me directly as I work for AppDynamics.

I'm looking for an open-source framework for classified ads. It needs to be .NET-based, but I can pay.
Advanced features not really required - just need to be able to post ads for registered users in a private environment.
In terms of price, anything up to $1,000 is fine.
Does anyone have any suggestions?

I'd think DotNetNuke would work for you, although it might be a bit of overkill for your intended use case.

I have searched through the net for the open source project of Document management system for asp.net, all I got was CMS.
Is their any Document Management System open source for asp.net?
I do understand that Sharepoint can do this task for me, but I am looking for a asp.net solution.

I am trying it at the moment as I am also looking for a .net/asp.net solution. It seems very promising. So far it seems like something I might be able to use. The only issue is the GPL license but am seeing what the deal with that will be. I.e. is you wanted to use it in collaboration with other software.

I am trying to find a good network monitoring system, easy to configure and to still have a lot of features. I want to try Nagio but it seems to be very complicated. I saw that are also a lot of systems direved from it (or work with it), like groundwork or Shinken.
Do you know or recommend a good solution for this?
I use GroundWork Community version. It runs Nagios inside already. Very hand one try it out.
you can use zenoss , monitoring system , groundwork community or enterprise
opsview etc
I would recommend New Relic. It is super easy to use.

I was wondering if there are any automated tools for displaying a database schema diagrammatically?
My artistic side fails me and it would be nice to open my discussion with a diagram which doesn't scream ugly.

Sure, there are plenty of tools, especially commercial ones such as DeZign. Are you looking for free SW, or could you afford a few hundred dollars for a license?
Edit: since you've clarified you have no funding for such tools, let me point out that there are free ("as in, free beer";-) possibilities, too -- for example, there is supposed to be a "Free Edition" of the commercial package DBVisualizer (the site of the firm producing that package talks repeatedly about this free edition but appears to only offer links to the evaluation version, for which you'd have to purchase a license after a while; however, with a web search I see several links to free-edition downloads, maybe a few versions back). I have no experience with this package (in either edition) but it may be worth your while to try!
