Everything is working fine in my local machine, but it gives the following error in my hosting environment:
Could not load file or assembly 'System.Web.Routing, Version=3.5.0.0, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. The system cannot find the file specified.
I did everything inside my web.config file mentioned in the following link:

But I am still getting the above error.
What else am I supposed to do fix the error?

It could be possible that some settings in web.config are missing which are necessary when you host your application in IIS. Take a look at this article, especially Figure 2 which describes the configuration entries for IIS 7.
I remember that in ASP.NET 4 setting
<modules runAllManagedModulesForAllRequests="true" />
was enough and adding the modules and handlers in Figure 2 of this article wasn't required. But in ASP.NET 3.5 it might be necessary.

I've built sample Razor webpage that works perfectly fine and I decided to deploy it on local IIS enabled on Windows 8.1. (IIS 8.5).
I used the publish feature through the file system that copied relevant files to Inetpub subfolder.
When I try to access the webpage I get this error:

I made pretty thorough search of similar issues here and other google-returned materials and overall nothing helped.
I'm pretty sure all relevant components that I could install for IIS I have installed already.
All configuration files are correctly formed.
The security is fine - I can play with webconfig content and get different error a bit which indicate IIS can access the config file.
The only thing that surprises me is that sometimes when I access various config icons on IIS for the page I get error like this:
i.e. for .NET Profile:
There was error while performing this operation.
Details: (nothing written here)
Filename: \?\C:\inetpub\wwwroot\mypagefolder\web.config

Is my web.config missing some sections?
EDIT: I also dropped the published application on some other IIS server that is used for other applications and the result is the same which make me inclined to believe s.t. is either wrong with the application publish process or s.t. is very weird
Looking at your web.config, it is found that you are trying to deploying ASP.NET Core website. It requires
.NET Core Hosting Bundle installed on the hosting server
Application Pool .NET CLR version set to "No Managed Code"
Ensure that the Application Pool Identity user has read permissions on the published folder.

First thing I suggest is to check is the .NET CLR version of your application pool and also check the AppPool Identity has read permissions on the published folder
I had the same issue in Windows 2012 Server. Although I had the SDK 2.1 installed, it only worked when I installed Runtime & Hosting Bundle.

I am replicating web application deployment and found several issues related to HTTP Error 500.19. My machine is running Windows 7 while the working development is using Windows 8. We're developing our Web Application using Visual Studio 2010.
First, I got error code 0x80070021, similar as posted here.
I update my web.config according to the accepted answer and then I got following error code (which is similar as posted here).

I have read the symptoms definition in Microsoft support page and cause of the error is:
This problem occurs because the ApplicationHost.config file or the Web.config file contains a malformed XML element.
and the solution is
Delete the malformed XML element from the ApplicationHost.config file or from the Web.config file.
However, the web.config that I used is working perfectly in the original development environment.
Here is what I have checked and tried so far:
Install ASP.NET by calling aspnet_regiis -i
Set my application to use different application pool (ASP.NET v4.0, .NET v4, etc)
ApplicationHost.config file is still using default from Windows 7.

I have read similar/duplicates/closed posts (around 13) posts in stackoverflow, tried all except the answer related to Ajax (is it related) and still have no clue on what the error is.
Does anyone one how to fix this error? (And if possible, a comprehensive lists of things need to be checked so we can reduce similar posts like this.) I am ready to provide more details.
Error 0x8007000d means URL rewriting module (referenced in web.config) is missing or proper version is not installed.
Just install URL rewriting module via web platform installer.
I recommend to check all dependencies from web.config and install them.
When trying to set up a .NET Core 1.0 website I got this error, and tried everything else I could find with no luck, including checking the web.config file, IIS_IUSRS permissions, IIS URL rewrite module, etc. In the end, I installed DotNetCore.1.0.0-WindowsHosting.exe from this page: https://www.microsoft.com/net/download and it started working right away.

Kind of late to the party here, but I have just been struggling with the exact same issue (symptoms) and cursing the lack of error detail reporting.
It worked fine on IIS 8+ machines but Win 7 got these INSTANT HTTP 500.19 errors.
For me it was as silly as having an unsupported configuration element in the config file:

</applicationInitialization>
So while running old web.config files worked fine, I just diffed them and started chopping away at new blocks until I got the page to start loading. Had I seen this as an answer I would have gone this route immediately as I knew none of the popular solutions were relevant. So there you go :)
I turn on .Net Framework 3.5 and 4.5 Advance Service in Control Panel->Programs and Features->Turn Windows features on or off.it work for me.
Problem solved. Here are the steps that I tried:
Enable the 32-bit application in IIS -> Application pool -> Advanced settings
Copy System.EnterpriseServices.dll and System.EnterpriseServices.Wrapper.dll from C:\Windows\Microsoft.NET\Framework\v2.0.50727 to the application bin folder
Do comments/uncomments to sections on the web.config and found that problem related to the referenced DLL.
The config that I commented the previous one that I added:

<section name="modules" allowDefinition="MachineToApplication" overrideModeDefault="Allow"/>
Add the required FasterFlect.DLL used by Combres.DLL v2.1.0.0 to the application bin folder (shall download the full zip from Combres codeplex, because the required fasterflect DLL V2.0.3732.24338 cannot be found in fasterflect codeplex) and other DLLs. For convinience, use the full Combres.DLL (1,3MB)
Check that the DLL versions and public key tokens are configured correctly in web.config using tool, e.g. .NET Reflector
I understand that this error can occur because of many different reasons. In my case it was because I uninstalled WSUS service from Server Roles and the whole IIS went down. After doing a bit of research I found that uninstalling WSUS removes a few dlls which are used to do http compression. Since those dlls were missing and the IIS was still looking for them I did a reset using the following command in CMD:
appcmd set config -section:system.webServer/httpCompression /-[name='xpress']
Bingo! The problem is sorted now. Dont forget to run it as an administrator. You might also need to do "iisreset" as well. Just in case.

I had this problem with a brand new web service. Solved it by adding read-only access for Everyone on Properties->Security for the folder that the service was in.
I had the exact same error. It turned out that it was something was caused by something completely, though. It was missing write permissions in a cache folder. But IIS reported error 0x8007000d which is wildly confusing.
I have the same problem when I was trying to publish asp.net core 5.0 web app on my local IIS and the solution was to add the following inside System.webserver tag in my web.config file

Reinstalling ASP.NET Core Runtime - Windows Hosting Bundle Installer made the trick for me... I belive the "ASP.NET Core Module" was missing.
For me I had a web.config file in one my root folders, this config file was for the live server so removing it allowed the site to run on the dev server.
So check for any web.config files in folders too.
In my case, i have installed dotnet hosting but error change to HTTP Error 503. The service is unavailable, but after install windows update KB2999226 and dotnet sdk, its work!
follow the procedure chronologically or it might fail due to missing or errors in redirecting.
install Runtime bundle e.g.. dotnet-sdk-7.0....
2.turn asp services on and internet services"Turn Windows features on or off" to enable IIS
3.install web hosting bundle iis 7.0 e.g dotnet-hosting-7.0.2...
this worked for me

I can't seem to get any ASP.NET sites to run under IIS8 on Windows 8. Under IIS Express they are fine, but I've:
Installed IIS8
Installed ASP.NET 3.5 and 4.5 features in IIS
Created a valid application pool
Added a new Application in IIS manager pointing to my site
But I get:
HTTP Error 500.19 - Internal Server Error

ASP.Net applications come pre-wired with a handlers section in the web.config.
By default, this is set to readonly within feature delegation within IIS.
Take a look in IIS Manager, under the Server name → Feature delegation.
If Handler Mappings is set to readonly and your site web.configs have a handlers section, flip the value to read/write and see what happens.
Worked for me when moving to Windows 8 / IIS 8 / ASP.Net MVC 4.
Click "Start button"
in the search box, enter "Turn windows features on or off"
in the features window, Click: "Internet Information Services"
Click: "World Wide Web Services"
Click: "Application Development Features"
Check (enable) the features. I checked all but not CGI.

I had same issue, this is because the app pool doesn't have rights to the web site directory or web.config. Try to grant rights for "IIS_IUSRS" with : Read,Execute,List.
I had the same issue when moving a web application from IIS 7 to 8, and I solved it by installing the URL Rewrite module, which I had completely forgot. So check that you have the correct modules etc. installed on your new server/IIS.
You can install this module with WPI (Web Platform Installer) also.
If you have a new machine / formatted your machine, while installing IIS, make sure that you ticked installing ASP.Net (appropriate version).
Hint : Turn Windows Feature ON/OFF --> IIS --> Application Development Features --> ASP.Net 3.5 / 4.6
Recently I have upgraded to Windows 10 (IIS 10) & as I had forgot to install ASP.Net, I was facing this issue.
Other troubleshooting tips are:

In the IIS manager I couldn't open any of the features such as Module etc.
In my web.config I had an invalid config section from a chart object that I used before:

It was 3KB, and I renamed it to "_web.config", and the script immediately started working properly.
I assume the original created with how things were set before my myriad changes. With all the changes I did, it could now create a proper web.config.
Something to try if the above doesn't get you where you need to be, guys.

I was using git hub for my project and downloading it to slightly different locations on each PC.
When I tried to unc to the config file the error mentioned I noticed it was actually the path the other pc uses. Couldn't fine this listed in the project at all so just right clicked the project file in VS and unloaded it, the loaded it again and it now works.
You probably tried this first but have you tried turning your pc off and on again? I tried all of the above first to no avail while simply doing this worked for me. Possibly one of my previous actions locked an important file in my project.
The full error is:

Where xxxxxxxx is the ASP.Net generated temp name.
We are getting this error for a WCF service hosted within an ASP.Net application.
The weird thing is that it happens very occasionally, independent of deployment changes... and when it does happen the service "breaks" for all subsequent requests.
At the moment, the workaround for us at the moment is to delete the temporary assemblies from the application's folder in:
%windir%\Microsoft.NET\Framework64\v2.0.50727\Temporary ASP.NET Files
The app is hosted in IIS7 on a win 2008 server, using .Net 3.5

This may be the issue with ASP.NET compiler when having .SVC within ASP.NET application. You can avoid the issue by turning off the batch compilation i.e. add following in Web.Config under <system.web> element,

Please find the steps to repro the issue,
a. Create a ASP.NET website application and add WCF Service (in this example EPOCS002.svc)
b. Set the “repro-website” directory as the root of a new site (I set it up on IIS 7.5 in classic
pipeline, 32-bit worker process, .NET 2.0 SP2/3.5SP1, with anonymous authentication enabled).
c. Recycle the application pool for the site.
d. Browse default.aspx
e. Browse EPOCS002.svc
f. Edit default.aspx in some way (add a space somewhere) and save it.
g. Browse again to default.aspx
h. Recycle the application pool for the site.
I. Browse again to default.aspx
J. Browse again to EPOCS002.svc
P.S. Microsoft is investigating the cause of the issue at this moment and I'll update the post when I've some information.

I am trying to implement the TinyMCE Spellcheck plugin that uses GoogleSpell. The thing is I am trying to install it in an MVC environment.
I started by referencing the .NET class Library DLL (MoxieCode.TinyMCE) in my project.
Then, I added this code to my web.config:

These steps are outlined in the tutorial here. I then followed instructions from this stack overflow post which recommended the following modification to global.asax to make it mvc friendly:

Everything seems fine accept that when I browse to /TinyMCE.ashx i get this error:
Description: HTTP 404. The resource you are looking for (or one of its dependencies) could have been removed, had its name changed, or is temporarily unavailable. Please review the following URL and make sure that it is spelled correctly.

Why can't asp.net mvc process that url?
Make sure the handler is being applied at the correct element in the web.config.
IIS supports 2 types of modes, an integrated mode and a classic mode.
The classic mode is the how versions previous to IIS 7 worked. Depending on that, you put the handlers in the web.config section that applies to asp.net, or in the section that is picked by IIS directly.
After a fair bit of frustration I stopped messing with it on localhost in VS 2010. I suspected that it was a problem relating to IIS configuration, so I uploaded the site to a sub-domain of the live server. It worked without any problem.
I'm not sure why the code didn't work on localhost but evidently, the steps I followed to execute TinyMCE .NET and GoogleSpell were correct because they work on the live server.
